Implementing Project 4 "Developing vocational education and sustainable employment" under the National Target Program on sustainable poverty reduction in the period of 2021-2025, according to the plan, by the end of 2024, the district will organize 16 vocational training classes for rural workers. Implementing Project 8 "Implementing gender equality and solving urgent issues for women and children" under the National Target Program on socio-economic development in ethnic minority and mountainous areas in the period of 2021 - 2030, phase I: From 2021 - 2025 in Duc Co border district has initially brought positive results in eliminating gender prejudices and gender stereotypes in ethnic minority areas. The conclusion announcement stated that ethnic work and ethnic policies are very important fields, with a wide range of subjects and scope, and are complex in nature with many specific factors; at the same time, they are issues of long-term strategic nature, receiving special attention from the Party and State.
The Deputy Prime Minister acknowledged and highly appreciated the efforts and achievements of the Committee for Ethnic Minorities, ministries, branches and localities in implementing ethnic affairs and ethnic policies in recent times. The ministries, agencies and localities have coordinated well with the Committee for Ethnic Minorities; demonstrated a high sense of responsibility and brought about positive effects for ethnic minority and mountainous areas.
Up to now, the appearance of ethnic minority and mountainous areas has changed significantly; the economic structure has shifted positively, people's livelihoods are increasingly diverse and rich; income has been raised; material and spiritual life has constantly improved; the number of poor households has decreased rapidly; culture, good customs and practices have been gradually preserved and promoted...
As the host of the National Target Program on Socio-Economic Development in Ethnic Minorities and Mountainous Areas for the 2021-2025 period, the Ethnic Committee has made great efforts in implementing it. Up to now, the development of mechanisms and policies for management and implementation of the Program has been basically completed; a number of target groups have been basically completed; the disbursement of public investment capital in the first 9 months of 2024 is estimated at 56% of the plan, the highest among the 3 national target programs for the 2021-2025 period.
In addition to the achieved results, the implementation of ethnic work and ethnic policies still has shortcomings and limitations that need to be focused on overcoming in the coming period. Ethnic minority and mountainous areas are still the most difficult areas in the country; the poverty rate is high; socio-economic infrastructure is still poor (especially the transportation, telecommunications, power supply systems, etc.); access to social services is at the lowest level compared to the whole country... The development and promulgation of a number of projects and policy mechanisms are still slow compared to the set plan and practical requirements. The implementation of national target programs for the period 2021 - 2025 in ethnic minority and mountainous areas, although improved, has not yet met the requirements; the disbursement rate of capital sources to implement the 3 programs is still low, especially career capital.
Continue to focus on building and perfecting institutions, mechanisms and policies on ethnic work and ethnic policies.
The Deputy Prime Minister requested that in the coming time, the Ethnic Committee and ministries, branches and localities need to continue focusing on building and perfecting institutions, mechanisms and policies on ethnic work and ethnic policies.
In the work of building mechanisms and policies, it is necessary to thoroughly understand the characteristics of ethnic minority and mountainous areas; be suitable for beneficiaries and implementing subjects (procedures must be simple, easy to do, easy to implement...); ensure timeliness and meet practical requirements.
Review and propose to competent authorities appropriate training and human resource development policies for ethnic minority and mountainous areas (such as continuing to apply the recruitment system; paying attention to job placement after graduation...).
Urgently implement projects and tasks on ethnic work and ethnic policies in the 2024 Work Program and in the Action Program to implement the Ethnic Work Strategy for the 2021-2030 period, with a vision to 2025; ensure progress and quality.
The Ethnic Committee needs to focus on and have specific and feasible solutions to improve the implementation capacity of the entire ethnic work management system and ethnic policies from the central to local levels; consolidate the staff and enhance training, fostering, and improving qualifications and capacity to meet the requirements of tasks in the coming period.
Review and clearly identify tasks and work that need to be focused on solving in a focused and key direction, completing each task thoroughly; advise the Government and the Prime Minister on key and breakthrough tasks that need focused leadership, direction and resources to be completed thoroughly in 2025 and the coming years.
The Ethnic Committee and ministries, branches and localities continue to focus and be more determined in removing difficulties and obstacles, providing timely guidance; speeding up the implementation progress and disbursement of capital for the three national target programs, especially career capital.
In order to have a basis to report to competent authorities on the policy of continuing to implement the National Target Programs in the period of 2026 - 2030, the Ethnic Committee and the Ministries of Labor - Invalids and Social Affairs, Agriculture and Rural Development should soon organize a summary and evaluation of the National Target Programs in the period of 2021 - 2025.
The Ethnic Committee urgently completes the summary of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2025 period in 2024, according to the deadline specified in the 2024 Work Program of the Central Steering Committee for National Target Programs for the 2021-2025 period.
The Ministries of Labor, War Invalids and Social Affairs and Agriculture and Rural Development shall develop specific plans to summarize the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period and the National Target Program on New Rural Development for the 2021-2025 period, ensuring the completion of the summary of these two programs in the first quarter of 2025; report to the Head of the Central Steering Committee on the summary plan in November 2024.
