Finding solutions to increase budget revenue from import and export sector

In the first 6 months of 2025, the state budget revenue from the import-export sector in Khanh Hoa province has not met expectations. Notably, revenue from gasoline and oil - the main source of revenue - has decreased sharply.

Revenue from many products decreased sharply

According to the Regional Customs Branch XIII, as of the end of June, the state budget revenue in Khanh Hoa province (before the merger) was VND 828.51 billion, reaching 31.26% of the assigned estimate and 27.71% of the target; down VND 983.97 billion compared to the same period in 2024, equivalent to a decrease of 54.29%. Analyzing the reasons for the increase and decrease in state budget revenue in Khanh Hoa province (before the merger), the leader of the Regional Customs Branch XIII said that in the first 6 months of the year, there were 2 items with increased revenue: imported machinery and equipment of shipbuilding companies with revenue of 98.74 billion VND, accounting for 11.93% of total revenue, an increase of 1.19 billion VND, equivalent to an increase of 1.22% over the same period and revenue from asphalt products of 45.9 billion VND, an increase of 10.44 billion VND, equivalent to an increase of 29.44% over the same period in 2024. Meanwhile, gasoline products, the main source of state budget revenue of Khanh Hoa in recent years, have decreased sharply. Since the beginning of the year, the Vietnam National Petroleum Group has only imported 1 batch of diesel oil with a quantity of 10,966 tons, a decrease of 96.52% over the same period last year. Therefore, the budget revenue from this item was 21.3 billion VND, accounting for 2.57% of the total revenue of Khanh Hoa, down more than 817.3 billion VND, equivalent to a decrease of 97.46% compared to the same period. In addition, revenue from tobacco raw materials also decreased by 88.61 billion VND, equivalent to a decrease of 46.71%; revenue from coal decreased by 44.58 billion VND, equivalent to a decrease of 8.12% compared to the same period.

The state budget revenue in Ninh Thuan province (before the merger) in the first 6 months of the year was 62.39 billion VND, exceeding the assigned estimate and target by 3.98%; up 76.09% over the same period in 2024. The main source of revenue is from imported machinery, equipment and spare parts for the Mui Dinh Wind Power Project and from exported construction stone.

Strive to achieve budget revenue estimates

Before June 30, 2025, the Customs Branch of Region XIII managed the area of 4 provinces: Binh Dinh, Phu Yen , Khanh Hoa and Ninh Thuan. From July 1, the branch managed the area of 2 new provinces: Khanh Hoa and Lam Dong. In the face of changes in the organizational structure of the entire Customs sector, the Customs Branch of Region XIII quickly stabilized the organizational structure, effectively implemented the new organizational model and continued to synchronously implement tasks according to the key work program and plan for 2025, including the task of collecting the State budget. Along with that, the work of urging and handling overdue debts has been focused on with more than 6.8 billion VND of tax arrears recovered in the first 6 months of the year.

Mr. Nguyen Trung Phong - Deputy Head of the Regional Customs Branch XIII said: In 2025, the branch was assigned by the Prime Minister to collect the estimated state budget revenue in Khanh Hoa province (before the merger) of VND 2,650 billion and in Ninh Thuan province of VND 60 billion; The Customs Department assigned the target of collecting VND 2,990 billion in Khanh Hoa province and VND 60 billion in Ninh Thuan province. Although the first 6 months of the year's state budget revenue in the field of import and export did not meet expectations, especially in Khanh Hoa (before the merger), the Regional Customs Branch XIII will continue to synchronously deploy many solutions to strive to achieve the assigned estimate. In particular, the branch will direct the border gate customs and the customs outside the border gate to handle customs procedures quickly and in accordance with regulations; promptly support, guide, and resolve difficulties and problems to create maximum convenience for import and export enterprises; Strengthening the grasp of information on projects that are about to be implemented in the area to support and guide procedures for investors to register and carry out procedures at customs at border gates and outside border gates under the management of the branch. At the same time, the branch also closely coordinates with functional forces in implementing the work of controlling and combating smuggling, trade fraud, illegal transportation of goods, currency, and drugs across the border according to regulations; resolutely implementing solutions to facilitate trade, improve the effectiveness of state management, and prevent loss of state budget revenue under the direction of the Ministry of Finance and the Customs Department.
