According to the plan, Hung Yen province has 72 sand mines; of which 50 are river sand mines with reserves of about 64.75 million m3 , 22 are coastal sand mines with reserves of about 75 million m3 . Currently, in the province, there are 9 mines with valid licenses, with reserves of 14.6 million m3 , of which 2 mines are in the process of closing the mine and 1 mine has requested to temporarily stop exploitation; there are 4 river sand mines that have been granted exploration licenses, approved reserves, and are completing documents to grant exploitation licenses, with reserves of about 4 million m3 .
Meanwhile, in the province, there are many key national and provincial projects, public investment projects, projects of enterprises, people... being implemented with a total demand for sand filling by the end of 2026 of about 50 million m3 . Thus, the supply of sand filling in the province is still very low compared to the actual demand. In particular, the investment project to build the Ninh Binh - Hai Phong expressway section through Hung Yen province alone has a total demand of 8.5 - 8.8 million m3 of sand filling, while the plan for sand filling supply for the project up to this point is only about 3 million m3 .
After listening to representatives of departments, branches and units discussing to find solutions to remove difficulties in the supply of sand for filling investment projects in the area, Vice Chairmen of the Provincial People's Committee Lai Van Hoan and Nguyen Hung Nam affirmed that there should be a fundamental and comprehensive solution for the supply plan for filling materials. Based on the opinions of the branches, the Department of Agriculture and Environment and the Department of Construction need to coordinate to review and complete the report, clearly assess the demand and supply plan for sand for filling in the last months of 2025, the whole year of 2026 and the period of 2026 - 2030. The comrades proposed a number of solutions that need to be implemented, including: Urging and requesting enterprises that have won the auction for sand exploitation rights to promptly complete procedures to proceed with exploitation; contacting neighboring provinces to find sources of supply. At the same time, it is necessary to diversify the source of filling materials such as: Using sea sand; Ash and slag from Thai Binh 2 Thermal Power Plant and soil and sand from river dredging projects...
