The climax was on May 14, the Apartment Building Conference to elect the Board of Directors of the residential area "broke down", turning into an endless questioning session between residents and the current Board of Directors, witnessed by guests and representatives of the local government. Therefore, the conference had to be declared to stop without any election results.
Therefore, on May 22, the People's Committee of Nhan Chinh Ward played the role of "arbitrator", organizing a mediation session to resolve conflicts between residents and the Management Board, and remove obstacles in the management and operation of the Management Board.
Speaking at the meeting, some residents presented many examples, agreeing that the building's Board of Management had violated democratic regulations, did not accept residents' opinions, did not publicly disclose financial revenues and expenditures, violated the Board of Management's operating regulations... Therefore, some residents believed that the Board of Management was incompetent and needed to be dismissed.
Responding to residents' petitions, the representative of the Management Board said that the operating regulations have not yet been handed over, and that there needs to be an independent financial audit and a competent authority to make a final decision on residents' complaints.

Faced with many conflicting opinions mentioned above, Mr. Hoang Tung (Vice Chairman of Nhan Chinh Ward People's Committee, Thanh Xuan District) said that he had participated in dozens of apartment building conferences, most recently, the conference had more than 400 households, but had not encountered any "unique" case where residents had conflicts with the Management Board like in this building.
Therefore, Mr. Tung suggested that the Management Board must answer people's questions before electing a new Management Board, and should invite an independent auditing unit, make financial statements public, and post them for residents to understand. After that, if there are any other opinions, they should be summarized and answered in part, and the results should be reported to the Ward People's Committee before June 10.
At the same time, the Management Board is requested to contact the Ward People's Committee for guidance on organizing a residents' conference. In the immediate future, it is necessary to establish a subcommittee consisting of many members who are floor leaders to unify the regulations and personnel for the conference.
According to Nguoi Dua Tin 's research, the Diamond Flower building at the intersection of Le Van Luong - Hoang Dao Thuy, developed by Housing Investment and Development Joint Stock Company No. 6 (Handico 6), was once a typical example of haphazard planning adjustments, overloading technical and social infrastructure, making Le Van Luong a "road of suffering".
Now, this building is also a "typical" example of social instability due to conflicts and frustrations between residents and the management and operation of the building's Board of Directors.
Therefore, it is necessary to have the early intervention and cooperation of the authorities to work with residents and the Management Board to resolve all issues, avoiding complaints that cause social disorder and disrupt the living environment of the building's residents .
