It is with deep regret that we announce that Major General, Professor Bui Phan Ky (Birth name Bui Nam, alias: Le Minh Hung, Hung Ky) passed away at 5:45 a.m. on August 30, 2025.

Born in 1926; native place: Lien Bat Commune, Hanoi City; permanent residence: Room 108, Building E3, Thanh Xuan Bac, Thanh Xuan Ward, Hanoi City; member of the Communist Party of Vietnam , veteran revolutionary cadre; former Head of the Military Doctrine and Guidelines Department, Institute of Military Strategy/Ministry of National Defense (now Institute of Strategy and History of National Defense of Vietnam/Ministry of National Defense); retired.

- Second-class Independence Medal; Second-class Military Exploit Medal; Second-class Victory Medal; First-class Resistance War Medal against America for National Salvation; First-class Feat of Arms Medal; First, Second, Third-class Liberation Soldier Medal; First, Second, Third-class Glorious Soldier Medal; Victory Flag Medal; 80-year Party membership badge.

He passed away at 5:45 a.m. on August 30, 2025, at his home. The funeral will be held from 9:00 a.m. to 10:30 a.m. on September 3, 2025 at the National Funeral Home (No. 5, Tran Thanh Tong, Hanoi ). The funeral and memorial service will be at 10:30 a.m. the same day; cremation will be at Hoan Vu Van Dien Crematorium (Hanoi); burial will be at 4:30 p.m. on September 3, 2025 at Bat Chua Village Cemetery, Ung Thien Commune, Hanoi.
