According to Professor, Doctor - Historian Nguyen Khac Thuan, the address No. 4 Duy Tan during the resistance war was a center of political struggle of Saigon - Gia Dinh youth, students and pupils in the vibrant urban movement in the South. Here, the movements to fight for peace and national unification flared up. From then on, the flame of patriotism rose high through sleepless nights, awakening and uniting tens of thousands of young people to "Get up and go to the streets to fight", initiating movements such as "Sing for my people", "Burn American vehicles", provide relief to compatriots, and the marches caused great resonance, spreading everywhere, receiving support from many sectors and classes in society.
During the historic Ho Chi Minh campaign, the Youth Cultural House became the gathering point for 5 troops of the Saigon-Gia Dinh Youth Union to join the uprising to seize power. From then on, the Youth Club (the predecessor of the Youth Cultural House) was officially born.
The headquarters of the Saigon Student Association at 4 Duy Tan became the headquarters of the City Youth Union in the early days after liberation. In September 1975, the Standing Committee of the City Youth Union decided to choose 4 Duy Tan as the Youth Club, and in 1979 it was officially upgraded and renamed the Youth Cultural House. On March 26, 1985, the Standing Committee of the City Youth Union decided to place a traditional commemorative stele at the Youth Cultural House with the content: "4 Duy Tan - Center of public struggle of the city's youth during the American war" and included this location in the history of the City Youth Union.
According to comrade Hoang Don Nhat Tan, former Director of the Youth Cultural House from 1985-1989, the City Youth Union directed the organization of many activities, orienting the youth towards the noble goals of the country, suitable and typical of the city's youth.
