The National Assembly discussed the mechanism to remove difficulties and obstacles in implementing the Land Law.
According to the news of the session program, today (December 1), the 10th session of the National Assembly enters its 7th working week.
This morning, the National Assembly discussed in the hall the draft Law amending and supplementing a number of articles of the Law on Geology and Minerals. Afterwards, Minister of Agriculture and Environment Tran Duc Thang will explain and clarify a number of issues raised by National Assembly deputies.

Discussing the draft resolution of the National Assembly stipulating a number of mechanisms and policies to remove difficulties and obstacles in the implementation of the Land Law. Minister of Agriculture and Environment Tran Duc Thang will explain and clarify a number of issues raised by National Assembly deputies.
Notably, the draft resolution proposes to add three cases in which the State reclaims land for socio-economic development in the national and public interest.
In which, in cases where land is used to implement a project through an agreement on receiving land use rights that has expired, the agreement must be completed; or projects that have expired and must complete the agreement (over 75% of the land area and over 75% of the number of land users have been agreed upon), the Provincial People's Council shall consider and approve the recovery of the remaining land area to be handed over to the investor.
The draft stipulates the conditions for land recovery for national defense, security, and socio-economic development purposes, and clarifies the basis for land recovery according to project progress or compensation, support, and resettlement progress. The land price for compensation and resettlement is determined according to the land price table and adjustment coefficients...
Do unemployment benefits increase when the minimum wage increases?
According to Vietnam Social Security, from January 1, 2026, the maximum unemployment benefit level will increase according to the regional minimum wage.
According to the 2025 Employment Law, the maximum unemployment benefit is equal to 5 times the regional minimum wage instead of 5 times the basic salary or regional minimum wage depending on the subject.
Currently, there are 4 regions nationwide with salary increases from 250,000 - 350,000 VND/month. Thus, the maximum unemployment benefit increases accordingly as follows.

- Region 1 with regional minimum wage of 5.31 million VND, maximum unemployment benefit is 26.55 million VND/month, an increase of 1.75 million VND.
- Region 2 with regional minimum wage of 4.73 million VND, maximum unemployment benefit is 23.65 million VND/month, an increase of 1.6 million VND.
- Region 3 with regional minimum wage of 4.14 million VND, maximum unemployment benefit is 20.7 million VND/month, an increase of 1.4 million VND.
- Region 4 with regional minimum wage of 3.7 million VND, maximum unemployment benefit is 18.5 million VND/month, an increase of 1.25 million VND.
The Social Insurance Agency notes that unemployment cases before January 1, 2026 will be subject to the old regulations.
Many stock funds record falling profits
According to Fiingroup's report, the average performance in October 2025 in the equity fund group was less positive with 51/73 funds recording a decrease in profits. In the bond fund group, performance weakened in 13/25 funds.

In addition, the scale of net withdrawals in October also increased. Accordingly, the total value of net withdrawals was nearly VND 4,300 billion, an increase of 21.4% compared to the previous month.

The reason why Mr. Bui Thanh Nhon's wife did not sell all registered shares
Ms. Cao Thi Ngoc Suong has just reported to the Securities Commission and HoSE about the trading results of NVL shares of Novaland Group.
Accordingly, from November 18 to 26, Ms. Suong only sold more than 2.3 million NVL shares out of the total of nearly 17.3 million shares previously registered. Notably, this number is only equivalent to more than 13% of the registered amount.
Ms. Suong said the reason for not completing the transaction was due to a change in plans. With a price of about more than 15,000 VND/share, it is estimated that Ms. Suong can earn nearly 36 billion VND when selling the above number of shares. At the same time, Ms. Suong's ownership ratio at Novaland decreased to 2.355% of the company's charter capital.
Ms. Suong is the wife of Mr. Bui Thanh Nhon, Chairman of the Board of Directors of Novaland. She is also a leader at Diamond Properties.
