(Dan Sinh) - From 2017 to present, Thanh Hoa province is one of the localities that has implemented the most administrative unit arrangement at commune and village levels in the country.
After 7 years of implementing Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee on "Some issues of continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently", Thanh Hoa province is one of the localities that has reorganized the most administrative units at the commune and village levels in the country.
Thanh Hoa province has exceeded the target of reducing staff in the 2016-2021 period in accordance with the spirit of Resolution No. 39-NQ/TW (reducing over 10% of staff, civil servants and public employees).
2016-2021 period : The number of civil servants and public employees decreased by 518, the rate of staff reduction reached 12.29%. The number of civil servants decreased by 6,843, the rate of staff reduction reached 11.3% (this figure does not include 7,126 additional positions in education and health care assigned by the Ministry of Home Affairs for the 2016-2021 period).
In the 2022-2026 period, strictly implement the roadmap and plan for streamlining the payroll, by the end of 2026, reduce 5% of cadres, civil servants and 10% of public employees receiving salaries from the state budget.
In the period 2016-2021, Thanh Hoa province merged 143 communes to establish 67 communes, reducing 76 communes.
Currently, Thanh Hoa province is implementing the arrangement of administrative units at district and commune levels for the period 2023-2025 according to Resolution No. 939/NQ-BTVQH15 dated December 13, 2023 and Resolution No. 1238/NQ-UBTVQH15 dated October 24 of the National Assembly Standing Committee (merging Dong Son district into Thanh Hoa city, reducing 1 district; merging 23 communes to establish 11 communes, reducing 12 communes).
Along with the merger, the number of commune-level administrative units was reduced from 635 communes, wards and towns to 559 communes, wards and towns, and is currently continuing to merge according to Resolution No. 1238/NQ-UBTVQH15 dated October 24 of the National Assembly Standing Committee, reducing 12 communes to 547 communes, wards and towns.
9,902 cadres, civil servants, and part-time workers at the commune level were reduced: 541 commune cadres were reduced, 2,556 commune civil servants were reduced, and 6,805 part-time workers were reduced.
Thanh Hoa province has merged 3,172 villages and residential groups to form 1,522 new villages and residential groups. The whole province has reduced 1,620 villages and residential groups (from 5,971 villages and residential groups to 4,351 villages and residential groups).
Along with the merger, the number of non-professional staff in villages and residential groups was improved by arranging 3 people to take on 6 positions and currently 2 people to take on 4 positions (due to the establishment of village and hamlet security protection teams);
The whole province has reduced 27,279 part-time workers due to merging villages and residential groups...
