Thai Nguyen province rearranges administrative units to 55 communes and wards

Accordingly, Thai Nguyen city reduced from 32 wards and communes to 8 wards and communes; Dai Tu district reduced from 27 communes and towns to 9 communes; Pho Yen city reduced from 18 communes and wards to 5 communes and wards; Phu Binh district reduced from 20 communes and towns to 5 communes; Dong Hy district reduced from 14 communes and towns to 6 communes; Song Cong city reduced from 10 communes and wards to 3 wards; Phu Luong district reduced from 14 communes and towns to 4 communes; Dinh Hoa district reduced from 22 communes and towns to 8 communes; Vo Nhai district reduced from 15 communes and towns to 7 communes (keeping Sang Moc commune).

The draft project clearly states the basis and reasons for the arrangement of communes, wards and towns; area, population, and location of new working offices of the communes after the arrangement is convenient for people and businesses, such as the establishment of Phan Dinh Phung ward on the basis of merging 7 wards of Thai Nguyen city, including: Phan Dinh Phung, Trung Vuong, Tuc Duyen, Dong Quang, Quang Trung, Hoang Van Thu, Tan Thinh, with headquarters located at the current Phan Dinh Phung ward headquarters.

The draft project also states that the organization of the commune-level government after the arrangement includes the People's Council and the People's Committee; the People's Council at the commune level has 2 specialized assisting departments including: the Legal Department and the Economic -Social Department; the People's Committee at the commune level has 4 specialized departments and equivalent, with specific functions and tasks, including: Office of the People's Council and the People's Committee; Economic Department (for communes) or Economic, Infrastructure and Urban Department (for wards); Cultural-Social Department; Public Administration Service Center.

Organizing public service units at the grassroots level, including: Maintainingeducational and medical service units and transferring to the commune-level government the management of junior high schools, primary schools, kindergartens, and medical stations of the new grassroots units to ensure health care for people and ensure enough schools and classes for students in the grassroots area.

Thai Nguyen province requires that there be no interruption in the handling of people's and businesses' work during the process of arranging commune-level administrative units, not organizing at the district level.

Reorganize, each commune and ward organizes 1 public service unit to provide some basic and essential public services to local people (providing public services in the fields of culture, sports, tourism, information, communication, agriculture, environment...).

This project, after completing the process, legal regulations, and competent authorities' appraisal and decision, will be urgently implemented by Thai Nguyen province, meeting the requirements on progress and quality.

Director of the Department of Home Affairs of Thai Nguyen province Nguyen Quoc Huu said that the actual arrangement of commune-level administrative units in Thai Nguyen province from 2018 to 2024 has expanded development space, better promoted the potential and advantages of localities, attracted investment and development projects, focused investment capital from the budget to meet the requirements of socio-economic development in the locality towards industrialization and modernization.

At the same time, the arrangement of administrative units aims to expand the scale of development, be closer to the people, serve the people and businesses better; ensure a more balanced and harmonious distribution of population and territory, in accordance with the socio-economic development planning orientation of localities, limit the situation of scattered investment; reduce focal points and restructure the staff, reduce people receiving salaries from the budget to invest in development and social security.

The draft Project on the arrangement of commune-level administrative units of Thai Nguyen province has carefully calculated factors related to natural conditions, traffic infrastructure, economic space distribution and organization to ensure maximum promotion of the potential and advantages of economic development of each locality, linking to promote the overall socio-economic development of the administrative units after the arrangement.

The naming of grassroots administrative units after the rearrangement is considered by Thai Nguyen province to be easy to identify, concise, scientific, convenient for digitization, updating information data; has historical, traditional, cultural value; wards, communes in the center of the district, old city take the name of the district-level unit (except Thai Nguyen city).

Thai Nguyen province is promoting extensive propaganda throughout the political system, people and the whole society about the policies, viewpoints, tasks and guiding solutions of the Politburo, Secretariat, National Assembly, National Assembly Standing Committee, Government, Prime Minister, ministries, central and local branches on the implementation of administrative unit arrangement and building a 2-level local government organization model.

The propaganda aims to create unity of awareness and action among the people regarding the implementation of administrative unit rearrangement and reorganization and the construction of a two-level local government model, creating consensus to effectively implement the rearrangement of administrative units at the commune and provincial levels.
