The Law on Chemicals (amended) was just passed by the National Assembly in the morning session on June 14 with 442/445 National Assembly deputies present in favor, accounting for 92.47% of the total number of National Assembly deputies.
The approved draft law has 7 chapters and 48 articles, removing 4 articles compared to the draft law submitted to the National Assembly at the beginning of the 9th session.

According to Chairman of the Committee for Science, Technology and Environment Le Quang Huy, taking into account the opinions of National Assembly deputies, an important content has been revised and added to the draft law to meet the requirements of sustainable development. Accordingly, the draft law stipulates that the development of the chemical industry is aimed at the efficient use of natural resources, focusing on environmentally friendly chemicals.
Along with that, the draft law has also been revised and supplemented with content on "priority development areas in each period". Priority development areas will aim at developing chemicals with high economic value to serve the socio-economic development process. The proposal to add regulations on "ensuring environmental safety, security and national defense factors" was also accepted, shown in Point c, Clause 2, Article 4 of the draft Law.
Regarding the development program of new chemical industry products and key chemical industry, taking into account the opinions of National Assembly deputies, the draft law was revised in the direction of stipulating one of the main contents of the Chemical Industry Development Strategy as "Tasks and solutions to implement the viewpoints, goals and orientations for the development of the chemical industry", which covers development programs and projects.
Notably, in response to the proposal to review to ensure that new chemicals can be identified through the Chemical Specialized Database to facilitate management organization, the draft law has been revised in the direction of assigning the Government to prescribe the "order and procedures" for registering new chemicals; supplementing related contents and integrating with previous regulations in the draft law on the Chemical Specialized Database to provide comprehensive regulations in Article 29 on digital transformation in state management of chemicals.

The draft law also has some provisions for tracing the origin of chemicals, accordingly, organizations trading in chemicals requiring special control must comply with the regulations on creating control forms for purchasing and selling chemicals requiring special control and must authenticate data on organizations and individuals purchasing and selling according to the implementation roadmap prescribed by the Government. Organizations and individuals using chemicals requiring special control must declare the type of chemical and the purpose of using the chemical on the Chemical Specialized Database before using it for the first time or before changing the purpose of use.
