Reorganize the State Bank system according to the regional model

Implementing Resolution No. 18-NQ/TW of the 6th Central Conference, Session XII, on streamlining the political apparatus, the State Bank of Vietnam (SBV) has reorganized the entire branch system. Specifically, from 63 SBV branches in provinces and cities, the new apparatus is organized into 15 regional SBVs, aiming towards a synchronous, effective, efficient system that is suitable for the new administrative management model of 34 provincial-level administrative units.

To date, 15 regional SBVs have officially come into operation since March 1, 2025. However, from July 1, 2025, the SBV will operate completely under the new model, after issuing 14 decisions amending and supplementing the functions, tasks and organizational structure of regional branches.

Notably, this arrangement is implemented based on the principle of inheriting the old organizational system, not creating new units, minimizing the impact on staff, and ensuring asset safety and monetary security. Each regional SBV will now manage the state on currency, banking and foreign exchange activities in 2 to 6 provinces/cities.

In addition, the arrangement of management areas and headquarters is also calculated to suit geographical conditions and traffic infrastructure, creating convenience in directing, operating and serving people and businesses.

Detailed structure of 15 regional banks

According to the new structure, SBV Region 1 remains in Hanoi , while SBV Region 2 is located in Ho Chi Minh City, managing neighboring provinces such as Dong Nai, Ba Ria - Vung Tau, Binh Duong, Binh Phuoc. Other regions stretch from the Northwest to the Mekong Delta, including:

Region 3: includes Son La, Dien Bien , Lai Chau, headquarters in Son La.

Region 4: includes Phu Tho, Tuyen Quang, Lao Cai, headquarters in Phu Tho.

Region 5: Thai Nguyen, Cao Bang, Lang Son, headquarters in Thai Nguyen.

Region 6: Hai Phong, Hai Duong, Quang Ninh, Headquartered in Hai Phong City

Region 7: Ninh Binh, Nam Dinh, Ha Nam, Thanh Hoa, headquarters in Thanh Hoa

Region 8: Ha Tinh, Nghe An, Quang Tri, Quang Binh, headquarters in Ha Tinh

Region 9: Da Nang, Quang Nam, Quang Ngai, Hue, headquarters in Da Nang City

Region 10: Khanh Hoa, Ninh Thuan, Lam Dong, Binh Thuan, Dak Nong, headquarters in Khanh Hoa province.

Region 11: Dak Lak, Gia Lai, Phu Yen, Binh Dinh, headquartered in Dak Lak province.

Region 12: Hung Yen, Thai Binh, Bac Ninh, Bac Giang, headquarters in Hung Yen.

Region 13: Dong Thap, Tien Giang, Tay Ninh, Long An, headquarters in Dong Thap.

Region 14: Can Tho, Hau Giang, Soc Trang, Vinh Long, Ben Tre, Tra Vinh, headquarters in Can Tho.

Region 15: An Giang, Kien Giang, Ca Mau, Bac Lieu, headquarters in An Giang.

The arrangement of headquarters in key localities helps to minimize travel distances while taking advantage of existing infrastructure. In addition, the organization of the Party at regional SBVs is also being implemented under the guidance of the Central Organizing Committee and the Ministry of Home Affairs, ensuring compliance with the direction of the Secretariat in Conclusion No. 151-KL/TW.

Along with the reorganization of regional SBVs and improvement of credit policies, the SBV will also implement synchronous measures to modernize monetary, foreign exchange management and banking operations at the local level. This will not only contribute to improving the effectiveness of monetary policy implementation but also strengthen the confidence of people and businesses in the national banking system.
