At the seminar, delegates assessed that university autonomy creates a healthy competitive environment, encouraging schools to increase investment to ensure and improve training quality... However, the current difficulty in the process of managing the Board of Directors' activities is that the Ministries (Education and Training, Home Affairs, Finance) have not yet agreed to adjust them in accordance with the revised Law on Higher Education; the university governance capacity of many schools has not met the requirements, especially the mechanism to ensure publicity, transparency as well as enhance social accountability is not effective; challenges in using funding sources as well as increasing revenue;... Delegates proposed many solutions to improve the effectiveness of managing the Board of Directors' activities in universities.
Speaking at the seminar, Associate Professor Dr. Hoang Minh Son emphasized the important role of the Board of Directors in educational institutions and acknowledged the proposed opinions so that the Ministry of Education and Training will have directions to remove difficulties and create conditions for the Board of Directors in educational institutions to operate effectively. The Deputy Minister requested that schools uphold their sense of responsibility and base on the functions and powers prescribed by law to promote the role of the Board of Directors, build internal solidarity, and develop the school.
On this occasion, representatives of the school clubs under the Association of Vietnamese Universities and Colleges announced the Association's decision to recognize new members of the Board of Directors of the Presidents' Council Club.
