Panorama of the opening session of the 18th Hanoi Party Congress

On the morning of October 16, the 18th Congress of the Hanoi Party Committee for the 2025-2030 term solemnly opened at the National Convention Center. General Secretary To Lam attended the opening session and is expected to deliver an important speech. Also attending the opening session were President Luong Cuong, Prime Minister Pham Minh Chinh, and National Assembly Chairman Tran Thanh Man.

The Hanoi Party Congress will take place over three days (from October 15-17, 2025). This is a particularly important political event for the Party Committee and people of the capital.

After the welcoming performance and flag-raising ceremony, the Presidium reported the results of the preparatory session on the afternoon of October 15.

550 official delegates representing 497,308 Party members of the Capital Party Committee attended the Congress.

With the motto "Solidarity - Democracy - Discipline - Breakthrough - Development", the Congress is determined to promote the thousand-year tradition of civilization and heroism; unite to build a clean and strong Party organization; and pioneer breakthroughs in the new era.

The delegation attending the Congress has up to 12.18% of delegates with doctoral degrees, 71.09% with master's degrees, 16.55% with university degrees; nearly 95% of delegates have advanced degrees or bachelor's degrees in political theory. Notably, there are 2 professors, 10 associate professors, 4 people's teachers, excellent teachers and 1 excellent doctor - leading intellectuals and experts, contributing to enriching the intelligence and stature of the Congress.

The age structure of the delegates is considered reasonable, reflecting the inheritance and continuous development of the Capital Party Committee's staff; showing the youthfulness, dynamism, and innovation combined harmoniously with the experience and political mettle of the previous generation of staff - one of the important factors ensuring the success of the leadership and direction of the Capital Party Committee in the new period.
