The Ring Road 1 project (Hoang Cau - Voi Phuc section) is 2.2 km long, with a total investment of more than 7,200 billion VND. After many years of delays, the project has been scheduled for completion in 2025 by the Hanoi Civil Construction Investment Project Management Board.

The Ring Road 1 project (red line) runs parallel to De La Thanh road through Ba Dinh and Dong Da districts. The project must clear the land of more than 2,000 households in Ba Dinh and Dong Da districts.

Previously, on the morning of December 11, continuing the 20th session, delegates of the Hanoi People's Council questioned and answered questions on a number of social issues. Concerned about the Ring Road 1 project (Hoang Cau - Voi Phuc section) in Dong Da and Ba Dinh districts, delegate Nguyen Quang Thang (Long Bien group) said that the project has not yet met the progress requirements. Previously, the route was approved by the Government at the end of 2017, is of great importance to the inner city area, and is on the list of priority investment projects for the period 2021 - 2025.

Responding to the question of delegate Nguyen Quang Thang, Mr. Dong Phuoc An, Director of the Hanoi Civil Works Construction Investment Management Board, admitted that the progress of the Ring Road 1 construction investment project has not met the requirements. According to Mr. An, the project is expected to be completed this year, but there are many difficulties in the process of implementing the project's site clearance. Mr. An said that according to the latest plan, site clearance in Ba Dinh district will be completed in the first quarter of 2025, Dong Da district in the second quarter of 2025. "We have instructed contractors to always be ready, and once the site is available, construction will begin immediately. If the site clearance is on schedule, we will complete the project in 2025," said Mr. An.

According to Mr. Ta Nam Chien, Chairman of Ba Dinh District People's Committee, the land management process many years ago was lax, leading to complications in site clearance work. Mr. Chien also said that in terms of policy mechanisms, the problems under the 2014 Land Law have just been resolved by the city, but there are problems under the 2024 Land Law. The district has reported this content to the city for direction to resolve.

It is known that up to now, Ba Dinh district has paid 667/1,334 cases. The final plans are being publicly posted. Ba Dinh district committed to handing over the land in January 2025. Meanwhile, in Dong Da district, there are 643 cases of counting and recovery and 100 cases have been paid.
