On the afternoon of November 24th, Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee - chaired the regular monthly meeting of the Provincial People's Committee for November 2023.
Attending the session were: Nguyen Nam Dinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Council; Bui Thanh An - Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; Bui Dinh Long - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; and leaders of various departments and agencies.

At the meeting, the reports and opinions of the members of the Provincial People's Committee unanimously assessed that in 2023, the entire province implemented the socio -economic development plan under conditions facing many difficulties and challenges due to the influence and impact of the global and domestic economic situation.
In this context, under the leadership of the Provincial Party Committee; the timely, close, and effective coordination of the Provincial People's Council; the decisive, timely, flexible, and effective direction and management of the Provincial People's Committee; the unity and close coordination of all levels, sectors, and localities; and the efforts of the people and businesses, the province's socio-economic situation has still achieved quite positive results in many sectors and fields, with 24 out of 28 key indicators completed and exceeding the set plan.

In particular, the economy maintained its growth momentum, with the Gross Regional Domestic Product (GRDP) growth rate estimated at 7-7.3% (internal estimate; official figures will be updated when the General Statistics Office publishes them). Specifically, the agriculture, forestry, and fisheries sector is estimated to grow by 4.55%; the industry and construction sector by 7.68%; the service sector by 8.5%; and product taxes less product subsidies by 6.0%.
Attracting foreign direct investment (FDI) continues to be a highlight, with total registered capital reaching over US$1.298 billion as of November 20th, including many large-scale projects. Notably, in 2023, Nghe An continued to be among the top 10 localities attracting the highest FDI capital in the country. Total export turnover is estimated at US$2.88 billion, an increase of 13.51% compared to 2022, achieving 100.4% of the plan.

As of November 20th, the total public investment plan for 2023 had disbursed over VND 6,004 billion, reaching 66.47%; of which, concentrated public investment capital disbursed over VND 3,160 billion, reaching 56.59%. It is projected that in 2023, the total public investment capital disbursed will reach 95.11% of the plan, with concentrated public investment capital estimated at 95.72%. Many important projects have been accelerated, and some projects have become operational and are yielding positive results.
Budget revenue in 2023 is estimated at VND 17,771 billion, exceeding the provincial People's Council's projected target and reaching 79.02% of the 2022 figure. Of this, domestic revenue is estimated at VND 16,600 billion, reaching 113.8% of the projected target, while revenue from import and export activities is estimated at VND 1,150 billion, reaching 92% of the projected target. Budget expenditure in 2023 is estimated at VND 35,661 billion, reaching 107.5% of the projected target.

Administrative reform efforts have received strong leadership and direction, resulting in significant progress; advice was provided to the Provincial Party Standing Committee to establish a Provincial Administrative Reform Steering Committee chaired by the Provincial Party Secretary. The project to expand the administrative boundaries and urban space of Vinh City was implemented according to schedule.
Furthermore, efforts have been made to promote cultural and social development, especially ensuring social security. Political and social stability has been maintained, and national defense, security, and social order have continued to be upheld. Foreign relations activities have been actively implemented, achieving many positive results in various fields.

The province has mobilized 148 organizations and individuals to register their support for building and repairing houses for the poor and those with housing difficulties, totaling 12,196 houses, equivalent to 618.144 billion VND. To date, 5,322 houses have been built or repaired.
In particular, Nghe An province has received Resolution No. 39-NQ/TW from the Politburo on the construction and development of Nghe An province until 2030, with a vision to 2045; and the Prime Minister has approved the provincial planning for the period 2030, with a vision to 2050. These are important political and legal foundations to continue creating strong momentum for the development of Nghe An province in the coming period.

However, alongside the achievements, the socio-economic situation in 2023 also faced many difficulties and limitations that need to be addressed, such as: the GRDP growth target was not met, creating significant pressure on achieving the goals for the entire 2021-2025 period; and production and business activities still faced many challenges.
The disbursement of public investment funds for some programs and projects is still slow; the lives of some people remain difficult; state management in some areas is still inadequate; and although administrative reform has made positive progress, it has not yet met the set requirements.
