Crimes related to corruption, economics , and smuggling continue to develop complicatedly in many areas in most localities. The number of corruption and position-related crimes detected, investigated, and handled increased by 20.55%, and the number of smuggling cases increased by 8.25%.
On the morning of November 26, the Minister of Public Security , authorized by the Prime Minister, presented to the National Assembly a report on crime prevention and control and law violations in 2024. Vice Chairman of the National Assembly Tran Quang Phuong chaired the meeting.
Synchronously implement solutions to prevent, combat and combat crime
According to Minister of Public Security Luong Tam Quang, in 2024, the world, regional and domestic situation will continue to develop rapidly, complicatedly and unpredictably with more difficulties and challenges. Following the leadership of the Party Central Committee, the National Assembly and the Government, the Ministry of Public Security and ministries, branches and localities have directed the Ministry of Public Security and other ministries, branches and localities to continue to synchronously and resolutely implement plans and solutions to prevent, combat and combat crimes and law violations.
Accordingly, the Government has issued a Resolution on the main tasks and solutions to implement the socio-economic development plan and the State budget estimate for 2024; in which, it directs the functional forces to focus on strongly and resolutely attacking and suppressing all types of crimes. Continue to effectively implement the Politburo's Conclusion on the orientation of the Law-making Program for the 15th National Assembly term; improve the quality of drafting laws and resolutions submitted to the National Assembly and perfect the institution in a synchronous direction, drafting laws in conjunction with drafting guiding documents and implementing laws.
The situation of crimes against national security continues to be complicated. The Ministry of Public Security and other ministries, branches and localities continue to proactively grasp the situation, advise the Party and the State on policies and guidelines for protecting national security; promptly initiate investigations and clarify cases of violations against national security.
According to Minister Luong Tam Quang, the situation of crimes against social order continues to be complicated, with the number of crimes increasing by 12.53%. The rate of investigation and discovery of crimes against social order reached 83.48% (8.48% higher than the target assigned by the National Assembly); of which very serious cases reached 95.15%, and especially serious cases reached 97.08%.
In addition, crimes and violations of the law on environment, resources, and food safety occurred in many areas and areas. The number of crimes related to environment, resources, and food safety detected and handled was 53.46% less.
High-tech crimes continue to increase with many new methods and tricks of crime. The authorities have blocked access to over 23,500 websites and social network accounts that violate the law; prosecuted 1,521 cases and 658 criminals. The situation of drug-related crimes and social evils continues to be complicated. The authorities have dismantled many large, transnational drug trafficking and transportation rings and drug dens; transformed complex drug-related areas at the grassroots level; the number of drug-related crimes detected and handled increased by 2.49%.
Minister Luong Tam Quang said that the work of receiving and handling denunciations, reports of crimes and recommendations for prosecution was carried out in accordance with the provisions of law; the settlement rate reached 86.05%. Investigation agencies at all levels have strictly implemented the provisions of law in the work of investigating and handling crimes, the work of arresting, detaining and holding; the requirements and tasks of investigating and handling crimes; contributing to preventing violations and negativity in investigation activities. However, there are still some shortcomings and limitations in the work of investigating crimes... However, the number of new and current detainees continues to increase and is at a high level, especially those sentenced to death.
Administrative violations were basically detected and handled promptly by the authorities, ensuring proper authority, order and procedures according to the provisions of law. The number of administrative violation cases increased by 2.12%.
Regarding the shortcomings and limitations, Minister Luong Tam Quang said that the crime and law violations situation is still complicated. Crime prevention work has not been very effective. The rate of handling crime reports, denunciations, and recommendations for prosecution has not met the targets set by the National Assembly. Violations in investigation, crime handling, temporary detention and temporary imprisonment have decreased, but some violations still have to be handled criminally. Social order and safety are still complicated, the number of traffic accidents, fires, and explosions has increased, with some cases causing many deaths and injuries... Administrative violations still occur in many areas.
The causes of the above-mentioned shortcomings and limitations are mainly due to the conditions for crime and law violations to continue to increase; the roles and responsibilities of Party committees, authorities, and heads of some agencies, organizations, and units have not been promoted; resources for crime prevention and control and law violations have not yet met practical requirements; the capacity, qualifications, and sense of responsibility of a number of cadres, civil servants, and public employees have not yet met practical requirements.
Quickly handle hot spots and organized crime groups
Presenting the review report on this content, Chairwoman of the National Assembly's Judicial Committee Le Thi Nga said that in 2024, the Government made many efforts and proposed many effective solutions to combat crime and law violations. The police force has deployed many measures to quickly handle hot spots and organized crime groups; detected and strictly handled many serious and complicated corruption and economic cases. The work of ensuring internal political security and combating terrorism has been implemented synchronously and comprehensively. The strengthening of regular communal police and forces participating in protecting security and order at the grassroots level has contributed to educating and more closely managing groups of subjects at high risk of committing crimes and subjects related to drugs.
However, crimes and violations of social order laws still increased in both the number of cases and the number of injured people. Some types of crimes increased sharply, such as: organized crime increased by 46.08%, fraud and property appropriation increased by 83.36%, embezzlement increased by 45.61%, and online gambling increased by 105.22%. There were a number of brutal and reckless murders, causing anger, anxiety, and insecurity among the people.
State management in some areas is still inadequate. Specifically, some current legal provisions in the fields of economics, finance, and enterprises are not specific and strict, leading to the fact that units and people with positions and powers have taken advantage of, "connected, guided" enterprises to "circumvent the law" or ignored violations of enterprises. State management of information technology still has many loopholes and inadequacies. The situation of groups of young people gathering through social networks, using weapons and firearms to resolve conflicts, disturbing public order is becoming more complicated, crimes and violations of the law by minors continue to increase...
According to the Chairman of the Judiciary Committee, in 2024, the work of detecting and handling violations of the law and crimes has achieved many positive results, such as: the total number of cases/defendants discovered and prosecuted increased, basically very serious and especially serious cases were urgently investigated and clarified. Crimes related to corruption and positions were detected in 956 cases, an increase of 20.55%. This result shows that the fight against corruption and negativity under the leadership of the Party is increasingly fierce, strong, with no forbidden areas and no exceptions. Many new methods and tricks of economic crimes, corruption, smuggling in a number of fields and in the fight against drug crimes have been discovered.
The investigation and handling of crimes continued to have positive changes, the quality of the investigation work was improved, some work targets were met and exceeded the requirements in Resolution No. 96. However, there are still some limitations such as: the rate of handling crime reports and denunciations only reached 86.05%, not meeting the target assigned by the National Assembly. The application of preventive measures such as arrest, temporary detention, and temporary imprisonment is still in violation.
