Throughout his revolutionary career, foreign affairs is one of the areas that has left a prominent mark on General Secretary Nguyen Phu Trong.
Party Central Committee Secretary and Head of the Party Central Committee's External Relations Commission Le Hoai Trung shared that General Secretary Nguyen Phu Trong is a leader with great contributions and is especially outstanding in the revolutionary cause of the Party and the nation. He has left deep impressions in both theory and practice, demonstrated through the very important results achieved, bearing the historical mark of foreign affairs work.
Historical Marks
Sharing about the major milestones in foreign affairs from 2011 to present, under the leadership of General Secretary Nguyen Phu Trong, Mr. Le Hoai Trung affirmed that Comrade Nguyen Phu Trong, together with the Central Executive Committee, the Politburo , and the Secretariat, made early and correct assessments of the situation, which was very complicated and rapid as seen over the past 10 years; from there, he proposed very correct and timely policies, developing foreign policies to implement the Platform for national construction in the transitional period to socialism (supplemented and developed in 2011).
Very important contents have been mentioned from the 11th to the 13th National Party Congress. We affirm: "ensuring the highest national and ethnic interests"; "Vietnam is a friend, a reliable partner and an active, responsible member of the international community"; "continuing to build a comprehensive, modern diplomacy with three pillars: party diplomacy, state diplomacy and people-to-people diplomacy"...
In addition, there are many historical marks of the implementation of foreign policies and guidelines. Regarding relations with partners, from 2011 to present, under the leadership of General Secretary Nguyen Phu Trong, Vietnam has established Comprehensive Partnership, Strategic Partnership or Comprehensive Strategic Partnership with 25 countries, out of a total of 30 countries with which we have had relations at these levels in the past 40 years of renovation. Among them, there are very important partners, which are major countries, countries with important positions in the regions and other partners.
Regarding bilateral relations, Vietnam has firmly consolidated relations with neighboring countries Laos, Cambodia, and China; demonstrated through increased political trust and mutual understanding; economic relations have gradually entered a breakthrough and development direction, promoting cooperation in a number of other fields.
In relations with other countries, most recently, the international press also mentioned a lot about the fact that, within just 9 months, the leaders of the world's three leading powers visited Vietnam: US President Joe Biden (September 2023); General Secretary and President of China Xi Jinping (in December 2023) and most recently, Russian President Vladimir Putin (June 2024). In 2024, for the first time, the Vatican's Foreign Minister visited Vietnam...
“These are very special points in implementing the foreign policy of independence, self-reliance, multilateralization and diversification,” affirmed the Head of the Central Foreign Affairs Commission. Along with that, foreign affairs in all fields have been expanded, not only politics and security, but also economic diplomacy, cultural diplomacy, and work with overseas Vietnamese... The achievements have not only maintained independence and sovereignty but also resolved many issues related to borders and territories. Vietnam, together with Laos, Cambodia and China, has improved the effectiveness of border management, combated and prevented crimes, promptly resolved arising issues, and achieved many new results in building a peaceful, cooperative and developing land border...
We both promote achievements in the fields of democracy and human rights and effectively combat policies and actions that cause political and social instability, while still maintaining relations with other countries.
In implementing foreign policy, a very special point, the 13th National Party Congress determined: "Building a comprehensive, modern diplomacy with three pillars: party diplomacy, state diplomacy and people's diplomacy." Along with that, strongly deploying defense diplomacy, security diplomacy, parliamentary diplomacy...
Under the leadership of the General Secretary, the Politburo and the Secretariat have approved specific projects and plans on the Party's foreign relations in the new period, implemented in practice to meet the requirements of Resolution No. 34-NQ/TW of the Politburo on a number of major orientations and policies to implement the foreign policy set forth by the 13th National Congress. That is, the Party's foreign affairs play a pivotal role in strategic advisory work and building orientations for political relations with partners.
Up to now, we have relations with nearly 260 political parties in the world in nearly 120 countries, of which about 70-80% of political parties are either in power or participating in ruling coalitions. The third great mark is the comprehensive summary and generalization based on theory and practice of the foreign policy and diplomacy school with the strong identity of "Vietnamese bamboo", which is highly appreciated by international friends.
The diplomatic imprint of "Vietnamese bamboo"
Providing more information about the imprint of diplomacy bearing the strong identity of “Vietnamese bamboo,” the Head of the Central External Relations Commission said that the General Secretary first mentioned the concept of “foreign affairs - diplomacy bearing the strong identity of Vietnamese bamboo” at the 29th Diplomatic Conference in 2016.
At the first National Foreign Affairs Conference held at the end of 2021, based on the theory and practice of foreign affairs, General Secretary Nguyen Phu Trong systematically outlined the foreign affairs and diplomacy school imbued with the identity of "Vietnamese bamboo" with goals, viewpoints, major ideas, contents, mottos, and methods.
The General Secretary has stated very clearly that the highest principles and goals are for the happiness of the people, for the independence and freedom of the Fatherland, for the interests of the nation and people. The methods and mottos are very gentle but very courageous; flexible, creative but very steadfast and courageous.
In addition, there are theoretical developments, expressed through directive statements and research, many of which have been included in the General Secretary's important works, not only related to foreign affairs but also to Party building, national unity, national defense, security, etc., creating an overall view of the country's position and strength, thereby creating the basis and foundation for foreign affairs.
The imprint of the foreign policy school, bamboo diplomacy, is also a very important result, a historical mark in implementing the foreign policy of the Party and State in recent times; recognized and highly appreciated by international friends.
The General Secretary also affirmed that the Vietnamese school of foreign affairs and bamboo diplomacy is the result of the practice of the Vietnamese revolution, a summary of the identity of Vietnamese diplomacy in the Ho Chi Minh era, based on the creative application of Marxism-Leninism and Ho Chi Minh thought, inheriting the fine traditions of our nation, absorbing the quintessence of human culture and summarizing through practice.
It can be said that our Party's tradition and leadership method are clearly demonstrated through the leadership and direction of foreign affairs by General Secretary Nguyen Phu Trong.
Thoroughly grasping and promoting the important results achieved in foreign affairs, Mr. Le Hoai Trung said that in the coming time, it is necessary to continue to closely monitor and grasp the situation to propose the right methods, following the General Secretary's constant advice: "Do not be passive or surprised."
Dedicated and sacrificial to work
Recalling memories with the General Secretary, Mr. Le Hoai Trung recalled that just a few days ago, the last time he reported to the General Secretary about the international situation, the results of foreign affairs work in the past 6 months and the direction for the last 6 months of 2024.
“Comrade, you have advised that in the past term, foreign affairs work has achieved outstanding results. Now, the most important thing is to maintain the momentum, not to lose it. That is one of the most profound memories for me,” Mr. Le Hoai Trung said emotionally. Sharing about the time he met and worked with the General Secretary, Mr. Le Hoai Trung said that those were “lucky” times.
He had many opportunities to report to the General Secretary when he was Deputy Minister of Foreign Affairs during the 12th term of the Party and those "lucky" times were more frequent during the 13th term of the Party.
Since the beginning of the 13th term, the General Secretary has directly participated in more than one hundred foreign affairs activities. “This is a very large number. For each activity, the preparation work must be very thorough and scientific; synthesizing opinions from agencies, ministries, and branches, reporting in writing and reporting directly to the General Secretary. Some activities are reported 1-2 times, but there are activities up to 5-7 times,” said Mr. Le Hoai Trung.
A typical example is the very important foreign affairs activity on September 7, 2023, the second Summit after 30 years between the heads of the three Parties of Vietnam, Laos, and Cambodia. This is an activity that requires careful preparation over a long period of time, both in terms of content and other issues.
That is also the visit to China by General Secretary Nguyen Phu Trong (October 30 - November 1, 2022); welcoming US President Joe Biden (September 10-11, 2023); welcoming General Secretary and President of China Xi Jinping (December 2023); welcoming Russian President Vladimir Putin (June 19-20, 2024), taking place in the context of a lot of other work and the General Secretary's health not being as expected.
Through those memories, Mr. Le Hoai Trung expressed his impression of the General Secretary not only because of his strategic vision but also his high determination, dedication and sacrifice for his work. “He is very decisive in his work. After careful research and listening, he is very decisive, especially on important issues,” Mr. Le Hoai Trung shared./.
