The official visit to Russia and the celebration of the 80th anniversary of the victory in the Great Patriotic War took place from May 8-11 at the invitation of Russian President Vladimir Putin.
Welcoming the General Secretary and his wife and the delegation at the airport were: Russian Deputy Prime Minister Dmitry Nikolayevich Chernyshenko; Russian Deputy Foreign Minister; Russian Ambassador to Vietnam GSBezdetko and his wife; leaders of the Russian Ministry of Foreign Affairs; Vietnamese Ambassador to Russia Dang Minh Khoi and his wife, and staff of the Vietnamese Embassy in Russia.

At the airport, the General Secretary and his wife attended the official welcoming ceremony.
Deputy Prime Minister Dmitry Nikolayevich Chernyshenko invited General Secretary To Lam and his wife to walk down the red carpet and take their places of honor. The head of the guard of honor welcomed and reported to General Secretary To Lam. The national anthems of Vietnam and Russia were played.
This is General Secretary To Lam's first official visit to the Russian Federation in his capacity as the Party's top leader, taking place at a time when the two countries have just celebrated the 75th anniversary of establishing diplomatic relations, and the 70th anniversary of President Ho Chi Minh's first official visit to the Soviet Union...
The visit took place at a historic moment, was highly symbolic and had many extremely important meanings.

In June 2024, President Putin officially visited Vietnam, in January 2025, Russian Prime Minister Mikhail Vladimirovich Mishustin officially visited Vietnam.
In the opposite direction, Prime Minister Pham Minh Chinh will visit Russia in October 2024, and National Assembly Chairman Tran Thanh Man will visit in September 2024. The General Secretary had a very important phone call with the Russian President.
Phone calls and high-level contacts have shaped the two countries' strong development in economic, political, and trade relations...
Ambassador Dang Minh Khoi said that the two countries' top leaders are expected to discuss major orientations for developing bilateral relations not only for the next 5-10 years but possibly longer.

Vietnam and Russia are both ready and willing to deepen the Comprehensive Strategic Partnership, build more trustworthy political relations, more substantive and effective economic and trade relations, and closer people-to-people exchanges.
Security, defense, and oil and gas cooperation are the main pillars of bilateral cooperation. The two countries expect to open up new areas of cooperation and seek new driving forces to promote relations, first of all in the field of science and technology cooperation.
