At the meeting, Belarusian Prime Minister Aleksandr Turchin highly appreciated the significance of General Secretary To Lam's State visit to Belarus, saying that the visit once again affirmed the trustful political relationship between the two countries and opened a new page in the history of bilateral cooperation with the two countries upgrading their relations to a strategic partnership. Expressing his deep impression of Vietnam's socio-economic development achievements, Prime Minister Aleksandr Turchin affirmed that Belarus highly appreciated Vietnam's increasingly important position and role in the region and the world and wished to continue working with the leaders of the two countries to further develop the relationship.
General Secretary To Lam expressed his joy in visiting the beautiful and hospitable country of Belarus and thanked the State and people of Belarus for the warm welcome and friendship extended to the high-ranking Vietnamese delegation. The General Secretary expressed his firm belief that, under the leadership of President A. Lukashenko and the effective administration of the Government headed by Prime Minister Aleksandr Turchin, with the efforts of ministries, sectors and businesses of the two countries, and the support of the people, Belarus will continue to reap many great achievements in socio-economic development and improve the quality of people's lives.
The General Secretary stressed that Vietnam always attaches importance to the traditional friendship with Belarus, considering Belarus one of the important partners in the region, and that Vietnam will never forget Belarus's wholehearted support for the Vietnamese people in the past struggle for national liberation and the current national development. The General Secretary stressed that Vietnam wishes for the bilateral relationship to be continuously consolidated and developed for the practical interests of the people of both countries.
The General Secretary expressed his delight at signing the Joint Statement with Belarusian President A. Lukashenko on the establishment of the Strategic Partnership between the two countries, emphasizing that this is a historic milestone, creating a strong impetus to bring the relationship between the two countries into a new stage of development, opening up many opportunities for businesses of the two countries to invest, expand markets, and improve competitiveness in the context of many changes in the global economy.
General Secretary To Lam emphasized Vietnam's determination to promote digital transformation, apply science and technology and innovation; develop green economy, circular economy; and implement strategic infrastructure projects such as highways and high-speed railways, creating momentum for rapid and sustainable development for the country. The General Secretary hoped that Belarus would strengthen cooperation with Vietnam in these areas, promoting the strengths of each side to achieve practical results.
General Secretary To Lam and Prime Minister Aleksandr Turchin agreed that the bilateral relationship is facing a new opportunity, and that the two countries need to strongly promote the traditional foundation to expand substantive and effective cooperation. The two leaders agreed that the two sides will build an action program to implement the newly upgraded strategic partnership, increase the exchange of high-level delegations and all levels, promote economic and trade relations worthy of the strategic partnership, strengthen industrial cooperation, including automobile and tractor production, cooperation in science and technology, education and training, culture, tourism, people-to-people exchange, and enhance exchanges between young generations to preserve and continue the tradition of traditional friendship and cooperation.
Highly agreeing with the cooperation proposals put forward by General Secretary To Lam, the Belarusian Prime Minister agreed to promote bilateral cooperation in key areas such as agriculture, science and technology, transportation, especially developing a multimodal freight transport system and creating more favorable conditions for trade, tourism and people-to-people exchanges.
Discussing regional and international issues of mutual concern, the two sides affirmed that they will continue to cooperate closely at regional and international forums, jointly support the fundamental principles of international law, and actively contribute to maintaining peace, stability, cooperation and development in the region and the world.
On this occasion, General Secretary To Lam respectfully conveyed Prime Minister Pham Minh Chinh's regards and invitation to Prime Minister Aleksandr Turchin to visit Vietnam soon. Prime Minister Aleksandr Turchin happily accepted the invitation.

* On the afternoon of May 12 (local time), General Secretary To Lam and a high-ranking Vietnamese delegation visited the Minsk Tractor Plant (MTZ). Accompanying them was Belarusian Prime Minister Aleksandr Turchin.
Here, after hearing an introduction about the factory, expressing his joy to visit the MTZ factory, a large enterprise of Belarus, and to see the typical products available on the market, the General Secretary assessed that many types of machines from the MTZ factory are suitable for Vietnam's conditions, suitable for use in small and medium-sized industrial establishments. These types of vehicles and machines can be used in agriculture, construction and many other fields. Vietnam can cooperate in producing parts such as engine parts, tires, etc. for export to many other markets.
The General Secretary hoped that the MTZ Factory would have active cooperation with Vietnamese partners and that it would be increasingly expanded, contributing to the economic development of each country. If cooperation in this field is successful, it could become a symbol of Vietnam-Belarus relations, contributing to further tightening the friendly relations between Vietnam and Belarus.
MTZ is a Belarusian agricultural machinery plant and the main domestic tractor manufacturer, headquartered in the capital Minsk. The plant's products under the brand “MTZ” include tractors, sidecars, chassis installed for various specialized equipment.

* On the evening of May 12 (local time), General Secretary To Lam and his wife, along with the high-ranking Vietnamese delegation, left Minsk Airport, Minsk (Belarus), on their way back home, successfully concluding their state visit to the Republic of Belarus, at the invitation of President of the Republic of Belarus Aleksandr Lukashenko.
