During the meeting, Belarusian Prime Minister Aleksandr Turchin highly appreciated the significance of General Secretary To Lam's state visit to Belarus, stating that the visit once again affirmed the trustworthy political relationship between the two countries and opened a new chapter in the history of bilateral cooperation with the upgrading of relations to a Strategic Partnership. Expressing his deep impression of Vietnam's socio-economic development achievements, Prime Minister Aleksandr Turchin affirmed that Belarus highly values Vietnam's increasingly important position and role in the region and the world and wishes to continue working with the leaders of the two countries to further develop the relationship.
General Secretary To Lam expressed his joy at revisiting the beautiful and hospitable country of Belarus, and thanked the State and people of Belarus for the warm and friendly welcome extended to the high-level Vietnamese delegation. The General Secretary expressed his firm belief that, under the leadership of President A. Lukashenko and the effective administration of the Government headed by Prime Minister Aleksandr Turchin, with the efforts of ministries, sectors, and businesses of both countries, and with the support of the people, Belarus will continue to achieve great successes in socio -economic development and improve the quality of life for its people.
The General Secretary emphasized that Vietnam always values its traditional friendship with Belarus, considering Belarus one of its important partners in the region, and that Vietnam will never forget Belarus's sincere assistance to the Vietnamese people in their past struggle for national liberation and in their current national development. The General Secretary stressed that Vietnam wishes for bilateral relations to be continuously strengthened and developed for the practical benefit of the people of both countries.
The General Secretary expressed his pleasure at signing the Joint Declaration on the establishment of a Strategic Partnership between the two countries with President A. Lukashenko of Belarus, emphasizing that this is a historic milestone, creating a strong impetus to bring the relationship between the two countries into a new phase of development, opening up many opportunities for businesses of both countries to invest, expand markets, and enhance competitiveness in the context of a changing global economy.
General Secretary To Lam emphasized Vietnam's determination to accelerate digital transformation, apply science and technology, and promote innovation; develop a green and circular economy; and implement strategic infrastructure projects such as expressways and high-speed railways, creating momentum for rapid and sustainable national development. The General Secretary expressed his hope that Belarus would strengthen cooperation with Vietnam in these areas, leveraging each other's strengths to achieve tangible results.
General Secretary To Lam and Prime Minister Aleksandr Turchin agreed that the two countries are facing new opportunities, recognizing that both countries need to strongly leverage their traditional foundations to expand substantive and effective cooperation. The two leaders agreed to develop an action plan to implement the upgraded Strategic Partnership, strengthen exchanges of high-level and other delegations, promote economic and trade relations commensurate with the strategic partnership, enhance industrial cooperation, including automobile and tractor production, cooperation in science and technology, education and training, culture, tourism, people-to-people exchanges, and strengthen exchanges among young people to preserve and continue the tradition of friendship and cooperation.
Expressing strong agreement with the cooperation proposals put forward by General Secretary To Lam, the Prime Minister of Belarus agreed to strengthen bilateral cooperation in key areas such as agriculture, science and technology, and transportation, especially the development of a multimodal freight transport system and creating more favorable conditions for trade, tourism, and people-to-people exchanges.
Discussing regional and international issues of common concern, both sides affirmed their commitment to continued close cooperation in regional and international forums, jointly upholding the fundamental principles of international law, and making positive contributions to maintaining peace, stability, cooperation, and development in the region and the world.
On this occasion, General Secretary To Lam respectfully conveyed the greetings and invitation from Prime Minister Pham Minh Chinh to Prime Minister Aleksandr Turchin to visit Vietnam soon. Prime Minister Aleksandr Turchin happily accepted the invitation.

* On the afternoon of May 12th (local time), General Secretary To Lam and the high-level Vietnamese delegation visited the Minsk Tractor Plant (MTZ). Belarusian Prime Minister Aleksandr Turchin accompanied them.
Here, after hearing a presentation about the factory and expressing his pleasure at visiting MTZ, a large Belarusian enterprise, and seeing its characteristic products already on the market, the General Secretary assessed that many of MTZ's machines are suitable for Vietnam's conditions and ideal for use in small and medium-sized industrial facilities. These vehicles and machines can be used in agriculture, construction, and many other fields. Vietnam could cooperate in producing parts such as engines and tires for export to various markets.
The General Secretary expressed his hope for active and expanding cooperation between the MTZ plant and Vietnamese partners, contributing to the economic development of each country. He noted that successful cooperation in this field could become a symbol of Vietnam-Belarus relations, further strengthening the friendship between the two countries.
MTZ is a Belarusian agricultural machinery manufacturer and the country's leading tractor producer, headquartered in Minsk. The plant's products, branded "MTZ," include tractors, subtrucks, and chassis fitted to various specialized equipment.

* On the evening of May 12th (local time), General Secretary To Lam and his wife, along with the high-level Vietnamese delegation, departed from Minsk Airport, the capital of Belarus, to return home, successfully concluding their state visit to the Republic of Belarus at the invitation of President Aleksandr Lukashenko.
