President Valentina Matviyenko warmly welcomed General Secretary To Lam and the high-ranking Vietnamese delegation to the Russian Federation, highly appreciating the important significance of the visit, especially in the context of the two countries celebrating important historical events in each country and in bilateral relations, including the 75th anniversary of the establishment of Vietnam-Russia diplomatic relations, the 80th anniversary of Victory Day in the Great Patriotic War, the 50th anniversary of the Liberation of the South, National Reunification and the 80th anniversary of Vietnam's National Day.
President Valentina Matviyenko congratulated the 71st anniversary of the Dien Bien Phu Victory, the embodiment of the heroism, resilience, and aspiration for freedom and independence of the Vietnamese people. She expressed her joy at the positive developments in the relationship between the two countries in recent times; believing that the General Secretary's visit will create a new impetus, contributing to consolidating and deepening the traditional friendship and comprehensive strategic partnership between Vietnam and the Russian Federation.
General Secretary To Lam expressed his gratitude for the warm and sincere welcome of the Russian leaders and people; affirmed that the visit demonstrated the special affection and respect that Vietnam has for the Russian Federation. The General Secretary emphasized that the Party, State and People of Vietnam always cherish the loyal and close affection of the Russian people for Vietnam; and consider the development of the Comprehensive Strategic Partnership with Russia as one of the top priorities in Vietnam's foreign policy. General Secretary To Lam highly appreciated the role of the Russian Federation Council in promoting cooperation between the two countries and hoped that the two sides would continue to strengthen parliamentary cooperation, thereby making practical contributions to the effective implementation of bilateral agreements.

Chairwoman of the Federation Council of Russia Valentina Matviyenko affirmed that despite the different political parties, the deputies of the Federation Council of Russia and all parties in the Russian Parliament have good feelings for Vietnam and support strengthening the traditional friendship and comprehensive strategic partnership with Vietnam. The Federation Council will continue to support the expansion of cooperation between the two countries in all areas, including party-to-party relations, economic cooperation, trade, science and technology, education and training, security and defense, culture, and people-to-people exchange.
Pleased with the inauguration of the Ho Chi Minh Statue in Saint Petersburg in 2023 and the naming of the Leningrad-Saint Petersburg route in Dien Bien Phu city, Chairwoman Valentina Matviyenko affirmed that the Russian Federation Council will continue to act as a bridge to help Vietnamese provinces and cities connect and establish cooperative relations with Russian localities, implementing cooperation with specific and practical results on the basis of signed agreements. Ms. Valentina Matviyenko emphasized that the Russian Federation Council is ready to work with the Vietnamese National Assembly to promote its role at multilateral parliamentary forums to promote the principles of peace, stability and respect for international law.
The two leaders agreed to highly appreciate the results of parliamentary cooperation in recent times and emphasized the need to increase delegation exchanges at all levels, especially between specialized committees and friendship parliamentarian groups; continue to coordinate in supervising the implementation of bilateral agreements in five key areas, the pillars of which are defense - security, energy - oil and gas, science - high technology, human resource training and infrastructure; support the removal of legal obstacles to promote effective cooperation between the two countries in the new period; promote cultural cooperation, tourism, people-to-people exchange and cooperation between localities of the two countries, and support Vietnamese airlines in the process of implementing direct flights from Hanoi to Moscow.

The two sides also discussed enhancing coordination at multilateral parliamentary forums such as the Inter-Parliamentary Union (IPU) and the Asia-Europe Parliamentary Partnership (ASEP), thereby demonstrating a common voice for peace, cooperation and sustainable development in the region and the world. General Secretary To Lam suggested that the Russian Federation Parliament continue to maintain an objective and balanced stance, and voice its support for the stance and viewpoint of Vietnam and ASEAN in handling the East Sea issue on the basis of international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
On this occasion, Chairwoman Valentina Matviyenko conveyed her regards to Chairwoman of the Vietnamese National Assembly Tran Thanh Man. General Secretary To Lam respectfully conveyed the regards of Chairwoman of the Vietnamese National Assembly Tran Thanh Man to Chairwoman of the Russian Federation Council Valentina Matviyenko and invited her to visit Vietnam at a convenient time. Chairwoman of the Russian Federation Council Valentina Matviyenko happily accepted the invitation.
