Four outstanding results of General Secretary To Lam's visit to four traditional friendly countries

According to the Ministry of Foreign Affairs, on May 13, in an interview with the press about the outstanding results of the visit to Kazakhstan, Azerbaijan, the Russian Federation and Belarus by General Secretary To Lam and his wife along with the high-ranking Vietnamese delegation, Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son said that the visit was a great success, received attention and high appreciation from regional and international public opinion, contributing to enhancing Vietnam's international position and prestige.

At the invitation of President of Kazakhstan Kassym-Jomart Tokayev, President of Azerbaijan Inham Aliyev, President of Russia Vladimir Putin, President of Belarus Aleksandr Lukashenko, General Secretary To Lam and his wife, along with a high-ranking Vietnamese delegation, had a successful working trip, achieving many good results, to the Republic of Kazakhstan, the Republic of Azerbaijan, the Russian Federation and the Republic of Belarus from May 5-12, 2025. In addition to opening a new chapter for cooperation with traditional friends of the former Soviet Union, General Secretary To Lam's working trip not only consolidated but also renewed and repositioned relations with the countries on the basis of the long-standing friendship that has been nurtured by generations of leaders and people of Vietnam and other countries.

Along with that, the visit is also a special occasion to convey the message of the loyal and consistent sentiments of the Party, State and people of Vietnam towards the countries that have wholeheartedly supported the cause of national liberation and unification in the past as well as the cause of national construction and development of Vietnam today. The high-ranking leaders and people of the countries have given General Secretary To Lam, his wife and the high-ranking delegation of Vietnam sincere sentiments, a warm and respectful welcome with many exceptions.

With more than 80 dense and diverse activities during 8 days in 4 countries, General Secretary To Lam had talks and meetings with high-ranking leaders of the countries, met and exchanged with political parties, sectors, businesses, visited a number of economic and cultural establishments, and met with the Vietnamese community in the countries. The General Secretary also attended the 80th Anniversary of Victory Day in the Great Patriotic War in Russia and the 80th Anniversary of Victory Day over Fascism in Kazakhstan, thereby expressing Vietnam's respect and honor for the great sacrifices and losses of the countries of the former Soviet Union in the fight against fascism, ending the world war and opening a new page in history for the revolutionary and national liberation movements around the world, including Vietnam.

Leaders of departments, ministries, branches and localities participating in the delegation also had effective meetings and exchanges with partners in various fields of cooperation. We are very proud that the leaders and sectors of the four countries all highly appreciate the current strong development achievements in all aspects of Vietnam under the leadership of the Communist Party and General Secretary To Lam and the strong, breakthrough reforms and transformations to enter the era of the Vietnamese nation's rise.

The business trip had the following outstanding results:

Firstly, the working trip contributed to implementing the foreign policy of independence, self-reliance, peace, friendship, cooperation and development; diversifying and multilateralizing foreign relations, proactively and actively integrating comprehensively and extensively into the international community; Vietnam is a friend, a reliable partner and an active and responsible member of the international community of the 13th National Party Congress. We have upgraded relations to Strategic Partnership with Kazakhstan, Azerbaijan and Belarus, bringing the total number of countries having strategic partnerships with Vietnam to 37; at the same time, further deepening the traditional friendship and Comprehensive Strategic Partnership with the Russian Federation, thereby further enhancing political trust, opening up new directions for implementing cooperation fields commensurate with the level of relations in the new era of development.

Second, General Secretary To Lam and the senior leaders of the countries all affirmed to attach importance to and give high priority to the traditional friendship that has been "tempered" through the ups and downs of time and history, but has always stood shoulder to shoulder in the past struggle for independence and the current national development, especially in the context of many unpredictable changes in the world. This spirit is the "red thread" throughout the meetings between General Secretary To Lam and President of Kazakhstan Kassym-Jomart Tokayev, President of Azerbaijan Inham Aliyev, President of the Russian Federation Vladimir Putin, and President of Belarus Aleksandr Lukashenko.

Third, the important meetings between General Secretary To Lam and the leaders of the countries have had very good results, shaping the bilateral relations between Vietnam and the countries in the coming time, creating new momentum not only in the traditional cooperation frameworks but also in new areas with great potential, commensurate with the newly established relations. General Secretary To Lam and the leaders of the countries agreed to enhance political trust through delegation exchanges and contacts at all levels, especially at high levels and through channels.

In terms of economics, trade and investment, the Leaders affirmed the importance of the Intergovernmental Committee mechanism and encouraged its effectiveness, thereby proposing measures to realize signed commitments and agreements, striving to achieve bilateral trade turnover commensurate with good political relations. The business environment will also be significantly improved so that enterprises from each side can invest and do long-term business in each other's markets.

In energy and mining, the Leaders agreed to promote cooperation in oil and gas exploration and service provision, and jointly research and propose appropriate solutions to strengthen energy cooperation, including clean energy and renewable energy. Many specific measures have also been proposed to promote substantive cooperation in areas such as security - defense, science - technology, digital transformation, education - training, high-tech agriculture, transportation, logistics, culture, sports, tourism, labor, people-to-people exchange, and cooperation between localities.

Fourthly, on the multilateral level, in the coming time, we will see more clearly the close cooperation between Vietnam and other countries in regional and international organizations, especially within the framework of the United Nations and other organizations. General Secretary To Lam and the leaders of the countries agreed to emphasize the importance of maintaining a peaceful, secure and stable environment in each region, as well as resolving disputes by peaceful means on the basis of the United Nations Charter and international law, including the 1982 United Nations Convention on the Law of the Sea.

During the working trip, Vietnam and Kazakhstan, Azerbaijan, the Russian Federation and Belarus also signed about 60 cooperation agreements between ministries, sectors and enterprises in fields such as diplomacy, security - defense, science - technology, energy, education - training, aviation, etc., creating an important legal framework for the relationship between Vietnam and these countries to go into a more practical and effective direction.

On the occasion of attending the 80th Anniversary of Victory in the Great Patriotic War, General Secretary To Lam also had meetings with heads of state and leaders of countries to discuss priorities in developing relations. Leaders of countries congratulated Vietnam on successfully organizing the 50th Anniversary of the Liberation of the South and National Reunification as well as Vietnam's achievements in all aspects of development.

To effectively implement the important results achieved during the visit, Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son said that in the coming time, Vietnam and its partners will coordinate, closely following the spirit of the Joint Statements, cooperation agreements and common perceptions of senior leaders, focusing on the following key aspects:

Firstly, regularly exchange delegations and contacts at high and all levels through all channels, including promoting cooperation between political parties and enhancing effective and active coordination between governments and parliaments of countries, while enhancing the role of intergovernmental committees between Vietnam and its partners. Thereby, Vietnam and the countries will effectively maintain the development momentum of bilateral relations, continue to consolidate and enhance political trust, and deepen the long-standing traditional friendship.

Second, effectively implement cooperation mechanisms to enhance substantive cooperation in all areas. After the visit, working levels between Vietnam and its partners will actively exchange and coordinate to concretize the signed cooperation documents. In the spirit of the Joint Statement and common perceptions among the high-ranking leaders, Vietnam and the countries will agree on specific solutions to improve the effectiveness of cooperation, including enhancing the effectiveness of bilateral cooperation mechanisms, and at the same time proposing measures to jointly remove remaining obstacles.

In terms of economy, trade and investment, Vietnam will coordinate well with its partners both bilaterally through the Intergovernmental Committee mechanism and through multilateral mechanisms such as the Eurasian Economic Union (EAEU), aiming to improve the business environment to create conditions for businesses of all parties to invest and do long-term business in each other's markets. Vietnam will also work with its partners to research and study to expand and diversify import and export products, while developing multimodal transport and traffic connections to enhance trade promotion, ensuring that it is commensurate with the potential and strengths of all parties.

Ministries, sectors, localities, and enterprises of Vietnam and other countries will exchange and research together to expand existing cooperation projects in traditional fields such as energy, oil and gas, industry, agriculture, transportation, railway connections, aviation, etc., while gradually building and implementing cooperation projects in new fields such as clean energy, renewable energy, science and technology, digital transformation, artificial intelligence, etc.

Third, strengthen people-to-people exchanges between Vietnam and other countries through cultural, research, education-training, tourism, etc., to consolidate a solid humanistic foundation for relations between Vietnam and its partners. The Party and State will continue to care for the lives of Vietnamese communities in other countries, and vice versa, creating conditions for people from other countries to study, work, and travel in Vietnam, so that future generations can understand and continue to play a bridging role, nurturing the long-standing, historical traditional friendship between Vietnam and other countries.

Fourth, maintain coordination, cooperation and mutual support in multilateral mechanisms and forums, especially the United Nations. With the foundation of traditional friendship and high trust, Vietnam will actively discuss with countries on international and regional issues of mutual concern, thereby joining hands to contribute to peace, stability and cooperation in the region and the world. Vietnam is ready to be a bridge for countries to strengthen cooperation with ASEAN and the Southeast Asian region, and hopes that partners will be a bridge to help Vietnam strengthen cooperation and connection with other regions.

"The results achieved during the working trip will be an important foundation, motivation and inspiration for Vietnam and other countries to continue to inherit, promote and enhance the traditional friendship, contributing to the development of each country, for the benefit of the people, for peace, cooperation and development in the region and the world," said Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son.
