On the afternoon of November 21, at the Malaysian Parliament Headquarters, General Secretary To Lam met with President of the Malaysian Senate Dato' Awang Bemee Awang Ali Basah.

The President of the Senate is pleased to welcome General Secretary To Lam paid an official visit to Malaysia; expressed his great respect and belief that the General Secretary's visit would contribute to further promoting the development of the two countries' relations. The President of the Senate expressed his admiration for Vietnam's great achievements in socio -economic development; highly appreciated the results achieved in bilateral relations over the past 50 years, especially since the two countries upgraded their relationship to a strategic partnership in 2015, notably in the fields of economics , trade and investment.
General Secretary To Lam congratulated Malaysia on its achievements in consolidating and stabilizing politics and developing socio-economy; highly appreciated the contributions of the Senate and President of the Senate Dato' Awang Bemee Awang Ali Basah personally to the country's development; expressed his impression of Malaysia's new vision and development strategies in areas such as digital economy, semiconductor industry, science and technology, while still ensuring environmental protection and social security.

General Secretary To Lam informed the President of the Malaysian Senate about the major results of his talks with Prime Minister Anwar Ibrahim and the two sides' agreement to upgrade the Vietnam-Malaysia relations to a comprehensive strategic partnership, while proposing cooperation directions and measures to connect and expand cooperation between the two countries. The General Secretary emphasized that the framework of the comprehensive strategic partnership will create favorable conditions for the two countries to cooperate more and more strongly, promote positive factors, effectively respond to complicated developments in the international situation, and contribute to strengthening peace, cooperation and development in the region and the world. The General Secretary asked the Malaysian Parliament, including the Senate and Senate President Dato' Awang Bemee Awang Ali Basah, to actively support and promote the implementation of cooperation directions agreed upon by the leaders of the two sides; at the same time, affirming that Vietnam will actively support Malaysia in successfully assuming the responsibility of ASEAN Chair 2025. The General Secretary also asked the Malaysian Parliament to pay attention to and create favorable conditions for the Vietnamese community living and working in Malaysia.
Senate President Dato' Awang Bemee Awang Ali Basah welcomed and highly appreciated the two countries' upgrading of relations to a Comprehensive Strategic Partnership, emphasizing that the new stature of the relationship reflects the strong development and strategic connection between the two countries, which is of great significance at a time when both countries are entering a new stage of development. The Senate President thanked Vietnam and General Secretary To Lam personally for their trust, support and close coordination with Malaysia; emphasizing that together with Vietnam and other ASEAN countries, he will continue to actively contribute to improving the effectiveness of operations and promoting the central role of ASEAN in the new context.

The two sides emphasized that the regular exchanges between the two countries' senior leaders vividly reflect the developing bilateral relationship, contributing to enhancing mutual understanding and trust, and making important contributions to the development process of each country. The two leaders agreed to urge relevant agencies to promptly develop and implement a comprehensive action plan to deploy cooperation directions. The two sides reviewed and negotiated new cooperation agreements to create strong momentum and build a solid foundation for bilateral relations in the future.
The two leaders shared common views on the importance of maintaining peace and stability in the East Sea, respecting international law, the legitimate rights and interests of countries in accordance with the 1982 United Nations Convention on the Law of the Sea, peacefully resolving disputes, not using or threatening to use force, avoiding activities inconsistent with international law that further complicate the situation, implementing the DOC, and negotiating an effective and efficient COC soon.
