Chief engineer of science and technology must be able to handle crisis

The Ministry of Home Affairs has just announced 3 administrative procedures stipulated in Decree No. 231/2025/ND-CP of the Government regulating the selection and use of Chief Engineers and Chief Architects of science, technology, innovation and national digital transformation within the scope of state management functions of the Ministry of Home Affairs.

The three procedures include: Procedure for selecting the System Chief Engineer (carried out by the Central Steering Committee for Science , Technology, Innovation and Digital Transformation Development), procedure for selecting the Project Chief Engineer (carried out by the project's host agency), and procedure for selecting the Chief Architect at the ministerial, provincial and project levels (carried out by the ministerial agency, provincial People's Committee, and Project Management Board).

The Ministry of Home Affairs also provides specific regulations on procedures, implementation methods and related contents. Notably, the requirements and conditions for performing administrative procedures are noteworthy. The System General Engineer and the Project General Engineer must both meet two criteria at the same time.

The general criteria is to have a specialized training level suitable for the job application. Priority is given to those with degrees and certificates in core technology program management, advanced technology, and those who have received national and international awards in the fields of science, technology, innovation and digital transformation. Desire to contribute to the socio -economic development of Vietnam, have a clear background, good ethics; healthy enough to work; dedicated to the job.

The System General Engineer and Project General Engineer must have prestige, experience, outstanding capacity, and be typical in the professional field suitable for the assigned tasks, and have had works, inventions, and products of practical value suitable for the assigned field of tasks.

Ability to solve complex, interdisciplinary technical problems; handle technological crises; propose innovative solutions to accelerate project implementation within a limited time.

In case the candidate does not meet the specific criteria as prescribed in Articles 6, 7, 8, 9 and 10 of Decree No. 231/2025/ND-CP dated June 28, 2025 of the Government but is capable of immediately meeting the requirements and professional tasks of the Chief Engineer and Chief Architect, the competent authority for selection shall decide on the selection to implement the program, project, task and be responsible for that decision.

The selection criteria for the Project Chief Engineer are to have at least 10 years of continuous working experience in the fields of science, technology, innovation and digital transformation at the time of selection. Ability to design, organize and coordinate large-scale, multi-component, multi-disciplinary, multi-level, innovative and high-risk programs and projects; ability to connect and build a network of domestic and international experts and scientists.

Has chaired at least 1 interdisciplinary science and technology project or program in the strategic system field with a high impact index or at least 1 interdisciplinary science and technology product or task in the strategic system field that has been successfully applied, transferred, commercialized or deployed in practice.

Directly managed or coordinated large-scale, interdisciplinary, and inter-disciplinary projects, programs, and projects in the fields of science, technology, information, finance, law, human resources, or inter-regional; programs and projects in the fields of infrastructure, core technology, and national digital transformation, which have been successfully applied in practice.

For the General System Engineer, in addition to the selection criteria regarding working time, ability to design, organize and coordinate the overall program and project as above, there is also a higher requirement of having presided over at least 2 interdisciplinary science and technology projects and programs in the strategic system field with high impact index or at least 2 interdisciplinary science and technology products and tasks in the strategic system field that have been successfully applied, transferred, commercialized or deployed in practice.

At the same time, participated in building or implementing digital transformation strategies, technology strategies, national or industry technology maps./.
