The Chairman of the Hanoi People's Committee has just signed and issued Directive No. 14 on strengthening the management of non-public medical and pharmaceutical practice activities.
According to the directive, the Hanoi People's Committee assigned the Department of Health to be responsible for providing professional guidance to wards, communes, affiliated public units and non-public medical and pharmaceutical establishments operating in the city.
The city leaders assigned the Department of Health to coordinate with departments, branches, and People's Committees of wards/communes to strengthen propaganda and dissemination of laws to non-public medical and pharmaceutical establishments; mobilize and improve medical ethics and professional knowledge of medical and pharmaceutical practitioners.
The Department of Health is also assigned to organize the appraisal, issuance, re-issuance, extension, adjustment, suspension, and revocation of medical examination and treatment practice licenses, pharmaceutical practice certificates, medical examination and treatment operation licenses for medical examination and treatment facilities, and certificates of eligibility for pharmaceutical business for pharmaceutical business establishments under the management authority of the Department of Health according to assignment, decentralization, and regulations of law.
In addition, Hanoi assigned the Department of Health to strengthen inspection and post-licensing inspection to promptly detect and correct existing problems of facilities; Focus on inspecting facilities with business forms that pose potential risks such as: general clinics, cosmetic clinics, dental clinics, laboratories..., and facilities with foreign elements.
"The Department of Health is fully responsible to the City People's Committee for licensed non-public medical and pharmaceutical practices in the area for medical examination and treatment facilities such as hospitals, polyclinics and drug wholesalers," the directive clearly states.
For the People's Committees of wards/communes, the leaders of Hanoi city require strengthening state management and taking full responsibility before the People's Committee of the city for non-public medical and pharmaceutical practice activities in the area; Deploying specific measures to improve the effectiveness and efficiency of management according to the characteristics of each locality; Promptly detecting, preventing, and strictly handling non-public medical and pharmaceutical service establishments operating without permission or in violation of the law; Proceeding to revoke the registration certificate of medical and pharmaceutical business households with violations in accordance with the provisions of law.
The People's Committees of wards and communes shall establish interdisciplinary inspection teams to inspect and supervise the activities of medical and pharmaceutical establishments in the area according to regulations. Absolutely do not allow unlicensed medical and pharmaceutical establishments to operate./.
