At the inauguration ceremony, Major General Nguyen Duc Loi, Political Commissar of General Department II, reviewed the tradition of the Defense Intelligence sector. On May 17, 1951, the Government issued Decree No. 42/SL establishing the Liaison Office (the disguised name of the Strategic Intelligence agency). To lead the implementation of Decree No. 42/SL mentioned above, on May 31, 1951, the Central Party Secretariat issued Directive No. 07-CT/TW on strengthening intelligence work.
The establishment of the Liaison Office marked an important turning point for Intelligence: from serving tactics and campaigns to serving strategies; from serving the military to serving comprehensively, mainly military-political. Immediately after its establishment, the Liaison Office chose Thuong Am commune, Son Duong district, Tuyen Quang province as its headquarters for operations and news services.
Right here, from June 5 to June 28, 1951, the intelligence staff conference was held to thoroughly grasp Directive No. 07-CT/TW of the Party Central Committee Secretariat on strengthening intelligence work. At this conference, Intelligence was honored to receive a letter of encouragement and direction from President Ho Chi Minh for the third time. In the letter, Uncle Ho wrote: “Intelligence is the eyes and ears. The ears must be clear, the eyes must be bright, then the mind will plan correctly. The mind will plan correctly, then the hands and feet will act promptly. If our eyes and ears are clear, the plan is accurate, and we act promptly, then we will definitely defeat the enemy...”.
After the conference, the Liaison Office deployed an effective intelligence network in key areas from the North, Central to the South, providing valuable strategic information about French military, administrative, logistical and financial plans, serving the Party Central Committee and the General Command well in leading and directing the implementation of campaigns, especially the 1953-1954 Winter-Spring Strategy leading to the Dien Bien Phu Campaign.

To commemorate the merits of President Ho Chi Minh, and at the same time mark the anniversary and important historical milestones of the Strategic Intelligence Department, in 2000, on the occasion of the 55th anniversary of the tradition of National Defense Intelligence, General Department II coordinated with local Party committees and authorities to build a memorial stele of the Liaison Office - Prime Minister's Office (1951-1954) in Thuong Am commune.
Since then, the Memorial Stele has become a red address for traditional education, fostering revolutionary ideals for young generations of National Defense Intelligence and local people.

In order to promote the value of the relic site, General Department II coordinated with the locality to organize the restoration of the Commemorative Stele of the Liaison Office - Prime Minister's Office.
Speaking at the ceremony, Major General Nguyen Duc Loi, Political Commissar of General Department II, affirmed: The memorial stele of the Liaison Office - Prime Minister's Office was recognized by Tuyen Quang province as a historical relic, located in the system of historical relics in the Viet Bac revolutionary base area, a red address for traditional education, a place for political and cultural activities, and fostering revolutionary ideals for generations of National Defense Intelligence and local people.
Proud of the 80-year journey of building, fighting and growing up of the National Defense Intelligence, today's officers, employees and soldiers are even more determined to inherit and promote the tradition and glorious achievements, constantly study and follow Ho Chi Minh's ideology, morality and style, excellently complete tasks in all situations, worthy of being a particularly trustworthy political force, an absolutely loyal fighting force of the Party, State, Army and people.
