In recent times, the Ministry of National Defense has actively directed functional agencies and units to develop and promulgate a Digital Skills Framework, along with guidance on assessment and confirmation of the achievement of universal digital skills for the subjects. 100% of units at the division level and above have developed plans and established working groups to implement the "Digital Literacy Movement". Organized basic digital skills classes for officers and soldiers at agencies, units, academies and military schools. Issued over 8,500 digital signature certificates to organizations and individuals throughout the army.
Develop, organize, operate and maintain a mass open online learning platform to train, foster and popularize knowledge about digital transformation (DTS) and digital skills for all subjects in the Army. The Ministry of National Defense's digital popular education platform has been completed on the Internet. Currently, the digital learning material warehouse is being completed according to the Digital Knowledge and Skills Framework to be put into use in early July 2025. Develop a "virtual assistant" to support learning basic knowledge about DTS and developing digital skills based on natural language processing technology. Build, develop and organize the operation and maintenance of a mobile application (QiMe software) to post propaganda news about DTS on the personal mobile devices of each soldier. Campaign and strategic agencies have established a network of "Digital Ambassadors"; at the department and office level, at least one officer has been assigned to guide and support digital skills for individuals in the unit.

At the conference, delegates focused on analyzing and clarifying the shortcomings, limitations and causes; at the same time, proposed a number of solutions and key tasks in the coming time.
Concluding the conference, Senior Lieutenant General Le Huy Vinh highly appreciated the spirit of openness, innovation, and the spirit of "dare to think, dare to do, dare to take responsibility" of agencies and units in the process of implementing the "Digital Popular Education" Movement in a synchronous and creative manner throughout the army.

In the coming time, to make the "Digital Popularization" Movement more specific, practical, linked to professional tasks and highly strategic, Senior Lieutenant General Le Huy Vinh suggested that the General Department of Politics of the Vietnam People's Army preside over and direct functional agencies and press agencies in the Army to continue promoting propaganda work on the purpose, requirements and significance of the Movement, ensuring diversity in content and form, to all subjects in the entire army. At the same time, the General Department of Politics of the Vietnam People's Army and the General Staff of the Vietnam People's Army direct agencies and units to pay attention to building typical models, spreading examples of good people and good deeds in scientific research and digital transformation.

Along with that, Command 86 continues to build, organize the operation and maintain digital services and platforms under the management of the Ministry of National Defense; research and perfect the basic and advanced features of existing software. The Department of Military Science participates in and proposes the direction of research and perfecting software serving military and defense tasks throughout the army. The Department of Military Training and Schools (General Staff of the Vietnam People's Army) promptly issues the Digital Skills Framework for each popularization group; researches and compiles documents and lectures suitable for target groups; urges academies and schools to promptly develop digital documents and lectures. The Military Industry-Telecoms Group (Viettel) promotes its role as one of the leading technology agencies, contributing to perfecting the digital transformation ecosystem in the Ministry of National Defense; promptly deploys research tasks on other software serving agencies and units in the Army.
