Before the annual storm season, units and localities increase training plans and prepare forces, means, materials... to be ready to respond to storms and floods.
The warning session to practice the plan to prevent and combat landslides of Battalion 1, Regiment 6, Hue City Military Command took place urgently and seriously. After the alarm bell rang, in a very short time, 100% of the troops of Battalion 1 were present with full materials to protect the dike and overcome landslides such as: sacks, support poles, bamboo baskets, wooden mallets, stone cages... The Dai Giang River area through Thuy Phu commune, Huong Thuy town was chosen as the "combat" area. At the end of the training session, Captain Tran Van Nhat said: “We organize training close to reality. The locality often experiences flooding and landslides every year, so we focus on training and fostering soldiers to master skills in handling situations such as moving people and property out of dangerous areas, swimming to rescue drowning people, and first aid for drowning people...”.
Present in Ky Son district (Nghe An), we witnessed the training session on evacuation and relocation of people and property from landslide areas in Na Ngoi commune. Under the command of the Chairman of Na Ngoi Commune People's Committee, officers and soldiers of Economic - Defense Group 4, Border Guard, militia and local people seriously participated in the training. In the situation where the hill near some houses of Ka Duoi village was at risk of landslide, the forces quickly evacuated the elderly and children to safety, and at the same time moved people's property out of the dangerous area...
Colonel Pham Van Dung, Deputy Chief of Staff of Military Region 4, said: “The terrain of Military Region 4 is rugged, with many hills and mountains and a system of large rivers, lakes and dams, which are easily isolated when there is prolonged heavy rain; the dike system has many potential risks of landslides. Therefore, the Military Region 4 Command has directed units to train plans that are close to local realities, ensuring that the armed forces participate in PCTT, TKCN and help people overcome the consequences promptly.”
At this time, all preparations for the PCTT and TKCN tasks of the units under Military Region 4 have been completed, ready to deal with storms. To adapt and be consistent with the two-level local model, closely following the "4 on-site" motto, in the new communes, rapid response teams have been built, consolidated, and improved, and some scenarios have been drilled; coordination and cooperation between forces in handling situations have been closely implemented.
“Determining the task of PCTT and TKCN as a combat task in peacetime, agencies and units under Military Region 4 always do a good job ofeducating , motivating, and building determination, ensuring that officers and soldiers are ready to receive and complete all assigned tasks. Up to this point, our PCTT and TKCN forces, means, and materials have been carefully prepared and ready to respond to situations,” affirmed Colonel Pham Van Dung.
