Over the past 5 years, the emulation movement "Skilled Civil Affairs" has been deployed synchronously, comprehensively, and closely following the reality of each locality and unit of the Military Region 4.

The Military Region 4 has performed well the role of a "working army", always being close to the people, understanding the people, learning from the people and being responsible to the people. The emulation movement is associated with studying and following the ideology, morality and style of Ho Chi Minh , creating a strong change in both awareness and action among cadres and soldiers.

Notably, the Political Department of Military Region 4 has advised on the development and implementation of Project 2036 on improving the quality and effectiveness of mass mobilization work of the Military Region 4's armed forces in special areas in the Military Region for the period 2023-2030 and the following years.

After more than 2 years of implementation, the entire Military Region has coordinated with localities to build more than 130 "Skilled Civil Service" models, with more than 90% of units meeting the standards of "Good Civil Service Unit" every year. Some typical models include: "Connecting love between Catholics and Catholics", "Helping people to have enough to eat and be self-reliant in their villages" (Nghe An Provincial Military Command); "Cultural and sports area with strong military-civilian ties", "Clean water with military-civilian ties" (Thanh Hoa Provincial Military Command); "Physical education works", "Community cultural activity area" (Ha Tinh Provincial Military Command); "Bridge of military-civilian ties" (Quang Binh Provincial Military Command); "Military-civilian power lines lighting up villages" (Division 324); "Lighting up country roads" (Division 968); "Model military-civilian cultural village" ( Economic - Defense Group 4)...

The Military Region 4 Command awarded Certificates of Merit to collectives and individuals with outstanding achievements in the emulation movement "Skilled mass mobilization", building "Good mass mobilization units" in the period 2021-2025.

Concluding the conference, Major General Le Van Trung, Deputy Political Commissar of Military Region 4, requested agencies and units to focus on leadership and direction, actively innovate content and form, improve the quality and effectiveness of mass mobilization work and emulation movements; promote the combined strength, closely follow the locality, contribute to building an increasingly solid people's heart position; consolidate and strengthen the great national unity bloc, solidarity between the army and the people, and shine the image of Uncle Ho's soldiers in the new period.

At the conference, the Military Region 4 Command awarded Certificates of Merit to 5 collectives and 5 individuals with outstanding achievements in the emulation movement "Skilled mass mobilization", building "Good mass mobilization units" in the period 2021-2025.
