The Agricultural Census is one of the three largest statistical censuses, organized every 10 years to collect comprehensive information on agriculture, forestry, fisheries and the status of rural development. To successfully carry out the census, preparations are proactively carried out by all levels and sectors.
Prepare carefully
The 2025 Agricultural Census will be implemented to collect information within 30 days (from July 1 to July 30). Compared to previous censuses, the 2025 Agricultural Census has many new features. The most notable of which is that this year's census coincides with the time of restructuring the apparatus, in which many communes have changed from scale, population, area to production and business sectors...
Along with that, this year's census has collected more information, wider coverage; changes in the design and implementation method of household list forms; connecting information of farm forms and household forms to help improve information quality and exploit multidimensional information; changing the form of information collection using electronic survey forms and online data management methods to control the progress and quality of the survey during the information collection process at the local level...
Clearly identifying new, difficult points, even unprecedented content, relevant levels and sectors in the province proactively deploy solutions to prepare the best conditions for the general census. Mr. Hoang Hai Dang, Deputy Head of the Provincial Statistics Office, said: As the standing agency of the Provincial Steering Committee for the 2025 General Census of Agriculture and Rural Development, the office has issued documents guiding and directing the implementation of the general census plan. At the same time, since the end of 2024, all levels in the province have completed the establishment of steering committees and standing teams to implement the general census.
The Steering Committee for the General Census at all levels directed relevant units to review and update the survey areas (by June 10, relevant units had compiled 1,540 survey areas, of which 97 were in urban areas and 1,443 were in rural areas); directed relevant units to select and mobilize forces to participate in the survey with a total of 1,693 investigators, 191 team leaders, etc.
At the same time, the Census Steering Committees at all levels conducted training on the implementation of the survey work with contents related to the survey plan, information collection, making the list form, instructions on accessing, installing, using the website, software and survey equipment (the Census Steering Committees at all levels organized 30 training courses on household and farm list forms for 1,986 people; 45 training courses on rural and agricultural census techniques in 2025 for 2,602 people); organized propaganda in many forms such as issuing over 20,000 open letters, mobile propaganda, integrating through meetings, activities... Thereby, the surveyors have full information, necessary skills and people clearly understand the purpose and meaning of the census.
Ms. Ly Thi Sang, Choc Vang area, Loc Binh commune said: Through the propaganda work of relevant agencies, my family has clearly understood the purpose and meaning of the general census. Since then, my family is very willing to cooperate and provide complete and accurate information to the investigators.
With the attention and direction of the census steering committees at all levels, preparations have been effectively implemented, ready for the collection of survey information from July 1, focusing on households and farms (because the commune questionnaire survey was completed in June 2025).
Urgent implementation
Along with other localities, from July 1, Loc Binh commune launched the 2025 Agricultural Census. Ms. Hoang Thi Binh, an investigator in Loc Binh commune, said: During this census, I was assigned to collect information from 162 households (of which 157 were planned). To carry out the assigned task, I proactively studied the instructions, practiced collecting information on the phone skillfully, and took advantage of every suitable time to visit the households. Up to now, I have collected information from over 50% of the assigned households.
On June 7, 2025, the Prime Minister issued Decision No. 484/QD-TTg on organizing the 2025 Rural and Agricultural Census. Accordingly, the 2025 Rural and Agricultural Census collects information groups including: Current status of agricultural, forestry and fishery production (number of production units, number of workers and labor structure, working time; production scale; production capacity; industrialization, modernization, digital economy application; farm economic development; agricultural land use...); current status of rural areas (current status and changes in rural socio-economic infrastructure; forms of rural economic support; rural environmental sanitation; cooperatives and craft villages; facilities, working conditions of commune People's Committees...); Information on rural residents (capital mobilization capacity; vocational training for rural workers; rural residents' use of electricity and clean water, medical examination and treatment, etc.). |
Along with the investigators in Loc Binh commune mentioned above, investigators in the province also proactively overcame some difficulties in terrain, changed investigation areas, weak telecommunication networks in some areas causing difficulties in collecting information on the electronic environment... to carry out the NTNN investigation work to ensure the investigation plan. According to data from the Provincial Statistics Office, by July 9, the whole province had conducted an investigation of 30,221/151,208 households, reaching nearly 20% of the total number of households; completed the investigation of 4/15 farms, reaching nearly 27%.
Although certain results have been achieved, in reality, the rate of households and farms completing the survey is still low. Therefore, relevant units are continuing to implement solutions to urge and accelerate the progress of the general survey. Mr. Hoang Hai Dang, Deputy Head of the Provincial Statistics Office, said: In the coming time, the unit will continue to promote the inspection and supervision of the general survey. In which, supervision will be carried out in parallel in two forms: direct supervision at the facility and supervision on the operational management system. Through supervision, the progress of the investigators will be grasped; the investigation process as well as the difficulties and problems arising during the implementation of the investigators... From there, promptly urge and guide to remove difficulties, speed up the implementation progress.
With the close attention of the Steering Committee and the Standing Team of the Provincial Census, the relevant units also quickly started implementing specific solutions. Mr. Vi Van Dai, Head of the Statistics Team No. 6 (in charge of the communes of the two old districts of Chi Lang and Huu Lung) said: In the area under the management of the unit, it is necessary to collect information on 10 farms (the most in the province). The investigation and collection of information on the farms is difficult due to the small number of investigators and the farms are scattered in remote areas. Up to now, the unit has conducted the investigation of 4/10 farms. In the coming time, the unit will continue to urge investigators to overcome difficulties and closely coordinate with relevant units to complete the investigation according to the set plan.
With no farms as the survey subjects, Statistics Team No. 5 (in charge of communes in the two old districts of Loc Binh and Dinh Lap) is focusing its efforts on household survey. Mr. Nguyen Trung Dung, Team Leader of Statistics Team No. 5, said: Up to now, in the area under the management of the unit, 6,459/24,528 households have been surveyed, reaching 26.33%. To speed up the progress of the general survey, the unit proactively issued an official dispatch guiding newly established communes to complete the general survey steering committee so that the direction work is consistent and timely; disseminate and thoroughly grasp professional announcements, update the survey software to the new version; regularly check the progress of the general survey to promptly take remedial measures, handle, urge...
With the initial results achieved, along with the solutions that have been and are being implemented by the steering committees of the general census at all levels, it is believed that the 2025 general census of agriculture and rural areas in the province will be completed on schedule and with quality. From there, all levels and sectors will closely assess the actual situation of agricultural and rural development in the area and propose specific solutions and plans to promote rural and agricultural development in the coming time, contributing significantly to improving the living standards as well as the overall socio-economic development in the province.
