Summary of site clearance work for the 500kV Lao Cai - Vinh Yen transmission line project, section through Lao Cai province

On the morning of August 21, the Provincial People's Committee held a conference to summarize the site clearance work of the 500kV Lao Cai - Vinh Yen transmission line project, section passing through Lao Cai province.

The 500kV Lao Cai - Vinh Yen transmission line project is a national key energy project, of great significance in ensuring the country's energy security.

When completed, the project will contribute to bringing electricity from major energy centers in the Northwest region into the national transmission system, strengthening regional connectivity and ensuring energy security for the entire North.

The project is invested by Vietnam Electricity Group (EVN), with a total investment of more than 7,410 billion VND, a scale of 468 column foundation positions, 202 anchorages, and a total route length of 230 km.

The section in Lao Cai province is about 140 km long, passing through 13 communes, affecting 2,204 households and 2 organizations, of which 93 households must be relocated and resettled to hand over the project construction site.

With a large amount of site clearance work and a short implementation time (only about 5 months), from the start date (March 16, 2025) to the completion of the project as required by the Prime Minister, the entire political system of Lao Cai province has worked together and achieved many positive results.

The entire construction site of nearly 140 km of route through the province and 273 column foundation locations have been handed over to the construction unit, many of which are ahead of schedule compared to the requirements of the Government and the investor.

Speaking at the conference, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council Trinh Xuan Truong praised, acknowledged and expressed deep gratitude to the people of the localities where the power line passes through for sharing, agreeing, and willing to accept sacrificing their own interests to serve the common interests of the nation; acknowledged and praised the outstanding efforts of all levels, sectors, agencies, units, and localities in the whole province; especially praised the Party Committees and authorities of 13 communes in the project area for excellently completing their tasks, being a solid bridge between the Party, the State and the People in implementing policies, programs, and projects.

Provincial Party Secretary Trinh Xuan Truong affirmed that site clearance is an important task, directly related to the progress and effectiveness of the project, contributing to local economic growth. Through the implementation of the Lao Cai - Vinh Yen 500kV transmission line project, the section passing through Lao Cai province, the province has drawn lessons to apply to the implementation of new key projects.

That is: must be proactive in site clearance, contractor selection, and public investment disbursement; focus on arranging resettlement land funds in parallel with site clearance; prioritize efforts for localities that do well first; must be public and transparent in compensation work, arranging resettlement land funds, and creating consensus among the people.

Along with that, it is necessary to mobilize the participation of the entire political system; create emulation movements, promptly reward individuals and groups with many positive contributions to site clearance work; have regular coordination between levels and sectors in implementing site clearance work; consider site clearance work implementation as a channel to evaluate the level of completion and evaluate staff capacity...

Discussing at the conference, delegates shared good and effective practices and lessons learned in the process of implementing site clearance work. At the same time, they outlined directions for implementing tasks in the coming time.

At the same time, commend and acknowledge the sharing of local Party committees, authorities, departments, branches, the Vietnam Fatherland Front Committee, mass organizations and the consensus and support of more than 2,200 households, individuals and organizations who promptly moved assets and handed over the site to the construction unit to implement the Lao Cai - Vinh Yen 500kV transmission line project, the section through Lao Cai province, nearly 1 year ahead of the approved investment policy.

Regarding a number of tasks that need to be urgently carried out in the coming time, Chairman of the Provincial People's Committee Tran Huy Tuan requested the investor to direct the Power Project Management Board 1 and construction units to urgently speed up the progress to complete the entire project according to plan; closely coordinate with local authorities to review and pay all compensation costs, support households, and repair damage to rural roads and other public works affected by the construction process.

The People's Committees of communes with projects shall inspect and review all documents related to the project's site clearance and recovery; land allocation and change of land use purpose for households; confirm funding and hand over compensation and resettlement support documents to investors according to regulations.

Departments and branches continue to inspect and urge the implementation in localities, promptly detect limitations and shortcomings for the People's Committees of communes to complete.

Chairman of the Provincial People's Committee Tran Huy Tuan also requested the Provincial Fatherland Front Committee and socio-political organizations to continue to monitor the implementation results, promptly grasp the recommendations and reflections of people whose land was recovered to ensure that people's rights are fully implemented.
