(TN&MT) - On January 3, the Department of Natural Resources and Environment of Dong Nai held a conference to review the work of the provincial Department of Natural Resources and Environment in 2024 and deploy directions and tasks for 2025. Mr. Duong Minh Dung - Vice Chairman of Dong Nai Provincial People's Committee attended and directed the conference.
Reporting at the Conference, Mr. Nguyen Ngoc Thuong - Deputy Director of Dong Nai Department of Natural Resources and Environment said: In 2024, the Department of Natural Resources and Environment has led the completion of 100% of environmental targets according to the Resolution 2024 of the Dong Nai Provincial Party Committee. As of December 2024, the whole province has collected and treated 100% of medical waste, domestic waste, non-hazardous industrial solid waste and hazardous waste; 100% of industrial parks and clusters put into operation have centralized wastewater treatment systems that meet standards; organize strict inspections, controls and resolutely handle cases of environmental pollution; well control the environment inside and outside industrial parks and clusters, not allowing environmental incidents to occur.
Dong Nai Department of Natural Resources and Environment also completed the allocation of land use targets to each district-level administrative unit according to Dong Nai Provincial Planning for the period 2021 - 2030, with a vision to 2050; carried out public and objective auctions of land use rights, protected the legitimate rights and interests of participating parties and contributed to the provincial budget revenue; strictly managed more than 200 areas and plots of land assigned by the Provincial People's Committee for management and exploitation; closely monitored the land use of organizations after the State allocated land, leased land and permitted the change of land use purpose; proposed handling of cases of slow land use, failure to put land into use, leaving land fallow, misused, and waste of land.
The Department of Natural Resources and Environment of Dong Nai has also completed the construction and submitted to the Provincial People's Committee for timely and proper promulgation of administrative procedures (TTHC) and internal processes, electronic processes on natural resources and environment according to new regulations, perfecting the legal corridor for handling the work of the Department of Natural Resources and Environment, improving the satisfaction level of organizations and individuals; advising the Dong Nai Provincial People's Committee on a plan to simplify 13/101 administrative procedures, reaching 12.87%, exceeding the 2024 plan set by the Provincial People's Committee; receiving and resolving administrative procedures in the field of natural resources and environment on time and ahead of schedule, reaching over 99%.
In 2024, the Department of Natural Resources and Environment of Dong Nai province completed the inspection and issued conclusions for 02 units, while 08 units are in the process of being handled; issued inspection and examination conclusions for 10 units that had been inspected and examined in 2023. Through inspection and examination, the Department of Natural Resources and Environment has sanctioned according to its authority and advised the People's Committee of Dong Nai province to sanction 113 cases with a total fine of 11.2 billion VND, the amount of illegal profits from administrative violations is over 35 billion VND. Thereby, improving the effectiveness, efficiency, deterrence and gradually making inspection and examination a truly effective tool serving the State management of natural resources and environment in the province.
Speaking at the Conference, Mr. Duong Minh Dung - Vice Chairman of Dong Nai Provincial People's Committee acknowledged, highly appreciated and commended the important results that Dong Nai Department of Natural Resources and Environment and the provincial Department of Natural Resources and Environment have achieved in 2024. In particular, Dong Nai Department of Natural Resources and Environment has completed 100% of environmental targets according to the Resolution of the Provincial Party Committee and People's Council of Dong Nai province; completed the development and submitted to the Provincial People's Council for approval of 14 Resolutions and submitted to Dong Nai Provincial People's Committee for issuance of 24 Decisions implementing the Land Law 2024; completed the cadastral database of 159/159 wards, communes and towns, ensuring connection and sharing of information to 3 levels of province, district and commune to actively and effectively serve the State management of land in the area...
In order to successfully complete the key tasks in 2025, Mr. Duong Minh Dung - Vice Chairman of Dong Nai Provincial People's Committee suggested that Dong Nai Department of Natural Resources and Environment should pay attention to implementing the Central Government's policy on reorganizing and streamlining the apparatus, streamlining the apparatus of specialized agencies, provincial and district-level units in Dong Nai province according to Resolution 18-NQ/TW. Accordingly, for the provincial level, the Department of Natural Resources and Environment will merge with the Department of Agriculture and Rural Development; and for the district level, the Department of Natural Resources and Environment will merge with the Department of Agriculture and Rural Development or take over the functions and tasks of agriculture and rural development from the current Department of Economics .
This is a very important political task. Therefore, Mr. Duong Minh Dung suggested that the Director of the Department of Natural Resources and Environment, the Director of the Department of Agriculture and Rural Development, and leaders of the district-level People's Committees need to pay attention and organize implementation with the highest political determination, creating unity in perception and action, ensuring that the apparatus after the arrangement is "Refined - Lean - Strong - Effective - Effective - Efficient"; in which, it is necessary to pay special attention to doing a good job of ideological work for each cadre, civil servant, public employee, and worker, creating solidarity, consensus, and unanimity to bring about the highest efficiency. The new apparatus must be put into operation immediately, without interrupting work, without leaving gaps in time, without affecting the normal activities of society, people, and businesses.
At the same time, Mr. Duong Minh Dung also requested the Department of Natural Resources and Environment to continue to coordinate with the Department of Planning and Investment to focus on removing difficulties and obstacles of 135 real estate projects in the province: classifying projects, prioritizing projects with land transfer agreements with people for pilot implementation...; effectively implementing the 2024 Land Law; carrying out land statistics and inventory according to regulations; building a land price list for Dong Nai province; providing online public services in the land sector, improving the "land access" index.
At the same time, the provincial Department of Natural Resources and Environment maximizes the value and mineral resources for socio-economic development; strengthens inspection and supervision of mineral exploitation activities and auctions of mineral exploitation rights, especially sand and gravel exploitation on riverbeds; conducts inspections, checks and handles violations in the exploitation and use of water resources, and discharge of wastewater into water sources; strengthens management and organization of implementation of solutions on environmental protection, response to climate change and implementation of sustainable development goals.
With the positive results that the Department of Natural Resources and Environment of Dong Nai has achieved in 2024, Mr. Duong Minh Dung - Vice Chairman of the People's Committee of Dong Nai province also believes that the collective leadership, civil servants, public employees and workers of the Department of Natural Resources and Environment of Dong Nai and the provincial Department of Natural Resources and Environment will successfully complete the tasks assigned by the Party and the State, contributing positively to the socio-economic development of Dong Nai province in particular in 2025 and the whole country in general.
