Summary of the work of the Natural Resources and Environment sector in 2024

(TN&MT) - On January 3rd, the Department of Natural Resources and Environment of Dong Nai province held a conference to summarize the work of the provincial natural resources and environment sector in 2024 and to implement directions and tasks for 2025. Reporting at the Conference, Mr. Nguyen Ngoc Thuong - Deputy Director of the Department of Natural Resources and Environment of Dong Nai Province, stated: In 2024, the Department of Natural Resources and Environment successfully led the completion of 100% of the environmental targets set forth in the 2024 Resolution of the Dong Nai Provincial Party Committee. As of December 2024, the entire province had collected and processed 100% of medical waste, household waste, non-hazardous industrial solid waste, and hazardous waste; 100% of operating industrial zones and clusters had centralized wastewater treatment systems meeting standards; strict inspection and control were organized, and serious action was taken against cases of environmental pollution; environmental control inside and outside industrial zones and clusters was well maintained, preventing any environmental incidents.

The Department of Natural Resources and Environment of Dong Nai Province has also completed the allocation of land use targets to each district-level administrative unit according to the Dong Nai Provincial Planning for the period 2021-2030, with a vision to 2050; implemented the auction of land use rights in a transparent and objective manner, protecting the legitimate rights and interests of participating parties and contributing to the province's budget revenue; strictly managed over 200 land plots and parcels assigned by the Provincial People's Committee for management and exploitation; closely monitored the land use of organizations after being allocated land, leased land, and permitted to change land use purposes by the State; and proposed handling cases of slow land use, failure to put land into use, leaving land fallow, misuse of land, and land waste.

The Department of Natural Resources and Environment of Dong Nai Province has also completed the development and timely submission to the Provincial People's Committee for promulgation of administrative procedures and internal processes, including electronic processes related to natural resources and environment, in accordance with new regulations. This has perfected the legal framework for handling the work of the natural resources and environment sector, improving the satisfaction level of organizations and individuals. The Department has advised the Dong Nai Provincial People's Committee on a plan to simplify 13 out of 101 administrative procedures, achieving 12.87%, exceeding the 2024 plan set by the Provincial People's Committee. Furthermore, over 99% of administrative procedures in the field of natural resources and environment have been received and processed on time or ahead of schedule.

In 2024, the Dong Nai Department of Natural Resources and Environment completed inspections and issued conclusions for 2 units, while 8 units are still under processing; it also issued inspection conclusions for 10 units that had been inspected in 2023. Through these inspections, the Department of Natural Resources and Environment imposed penalties within its authority and advised the Dong Nai Provincial People's Committee to impose penalties on 113 cases with a total fine of 11.2 billion VND, and the amount of illegal profits from administrative violations exceeded 35 billion VND. This has enhanced the effectiveness, efficiency, and deterrent effect of inspections and audits, gradually making them a truly effective tool for state management of natural resources and the environment in the province.

Speaking at the conference, Mr. Duong Minh Dung, Vice Chairman of the People's Committee of Dong Nai province, acknowledged, highly appreciated, and commended the important results achieved by the Department of Natural Resources and Environment of Dong Nai province in 2024. Specifically, the Department of Natural Resources and Environment of Dong Nai province completed 100% of the environmental targets according to the Resolution of the Provincial Party Committee and the Provincial People's Council; completed the drafting and submission to the Provincial People's Council for approval of 14 Resolutions and submitted to the Provincial People's Committee for promulgation 24 Decisions implementing the Land Law of 2024; completed the cadastral database for all 159 wards, communes, and towns, ensuring information sharing across three levels (provincial, district, and commune) to actively and effectively serve the State management of land in the province...

To successfully complete key tasks in 2025, Mr. Duong Minh Dung, Vice Chairman of the People's Committee of Dong Nai province, requested that the Department of Natural Resources and Environment of Dong Nai province pay attention to implementing the Central Government's policy on streamlining the organizational structure of specialized agencies and units at the provincial and district levels in Dong Nai province according to Resolution 18-NQ/TW. Accordingly, at the provincial level, the Department of Natural Resources and Environment will merge with the Department of Agriculture and Rural Development; and at the district level, the Department of Natural Resources and Environment will merge with the Department of Agriculture and Rural Development or take over the functions and tasks related to agriculture and rural development from the current Department of Economy .

This is a very important political task. Therefore, Mr. Duong Minh Dung suggested that the Director of the Department of Natural Resources and Environment, the Director of the Department of Agriculture and Rural Development, and the leaders of the district-level People's Committees should pay attention to and organize its implementation with the highest political determination, creating unity in awareness and action, ensuring that the restructured apparatus is "Lean - Streamlined - Strong - Efficient - Effective - Effective"; in particular, special attention should be paid to doing a good job of ideological work for each official, civil servant, employee, and worker, creating unity, consensus, and agreement to achieve the highest efficiency. The new apparatus must go into operation immediately, without interrupting work, without leaving any gaps in time, and without affecting the normal activities of society, people, and businesses.

At the same time, Mr. Duong Minh Dung also requested the Department of Natural Resources and Environment to continue coordinating with the Department of Planning and Investment to focus on resolving difficulties and obstacles of 135 real estate projects in the province: classifying projects, prioritizing projects with land transfer agreements with people for pilot implementation...; effectively implementing the Land Law 2024; carrying out land statistics and inventory according to regulations; building the land price list of Dong Nai province; providing online public services in the field of land, improving the "access to land" index.

At the same time, the provincial Department of Natural Resources and Environment is maximizing the value and resources of mineral resources for socio-economic development; strengthening inspection and supervision of mineral exploitation activities and auctioning of mineral exploitation rights, especially the exploitation of sand and gravel in riverbeds; conducting inspections and handling violations in the exploitation and use of water resources and the discharge of wastewater into water sources; strengthening management and organizing the implementation of solutions for environmental protection, climate change adaptation, and the achievement of sustainable development goals.

With the positive results achieved by the Dong Nai Department of Natural Resources and Environment in 2024, Mr. Duong Minh Dung - Vice Chairman of the Dong Nai Provincial People's Committee - also expressed confidence that the leadership, officials, and employees of the Dong Nai Department of Natural Resources and Environment, along with the provincial natural resources and environment sector, will successfully complete the tasks assigned by the Party and the State, making positive contributions to the socio-economic development of Dong Nai province in particular in 2025 and the whole country in general.
