Vietnam General Confederation of Labor wants to take care of housing for workers

Vice President of the Vietnam General Confederation of Labor Ngo Duy Hieu said that the participation of the General Confederation in investing in social housing for workers is necessary to affirm its role and position as an organization representing workers.

On July 7, at the Vietnam General Confederation of Labor (VGCL), the Working Group of the Law Committee conducted a survey on the practical implementation of the Housing Law.

Presenting the report, Vice President of the Vietnam General Confederation of Labor Ngo Duy Hieu said that the regulation that the Vietnam General Confederation of Labor is allowed to participate in investing in building social housing for union members in the Draft Law on Housing (amended) is consistent with the function and task of "caring for and protecting the legitimate rights and interests of workers" as stipulated in Article 10 of the 2013 Constitution and Article 1 of the 2012 Trade Union Law....

“The participation of the Vietnam General Confederation of Labor in investing in social housing for workers in the present and future is necessary to affirm its role and position as the “central and largest” organization representing workers in the context that the establishment of a workers’ organization at the enterprise will directly compete with the Vietnam Trade Union. This is an economic activity but not for profit, not to compete with real estate enterprises," said Mr. Ngo Duy Hieu.

According to the plan, if the National Assembly approves the content allowing the General Confederation to directly participate in investing in housing projects in trade union institutional areas for workers to rent as in the draft revised Housing Law, it is expected that by 2030, the Vietnam General Confederation of Labor will build social housing projects for workers in at least 7 localities, including: Bac Ninh, Bac Giang, Hai Phong, Da Nang, Dong Nai, Binh Duong, Ho Chi Minh City.

Also at the meeting, delegates contributed many practical and theoretical opinions to clarify this content. Mr. Hoang Thanh Tung, member of the Party Central Committee, Chairman of the National Assembly's Law Committee, highly appreciated the preparation work and the quality and practical opinions from the General Confederation of Labor. This agency will filter and absorb them to continue perfecting the draft law.
