On February 19, the Government Office conveyed the direction of Deputy Prime Minister Tran Hong Ha, and requested the Ministry of Transport, the Ministry of Public Security, and provinces and cities to review inadequacies in licensing, arranging parking lots, and vehicle maintenance that cause traffic conflicts. The review results will be reported to the Prime Minister before March 15.
According to Decree 168/2024, effective from 2025, the fine for not obeying traffic lights is 4-6 million VND for motorbike drivers and 18-20 million VND for car drivers. Many other violations have increased fines by 20-30 times.
Colonel Nguyen Quang Nhat, Head of the Department of Propaganda and Dissemination of Laws on Traffic Order and Safety (Traffic Police Department, Ministry of Public Security ) said that technical errors at some intersections were due to the use of old-generation traffic lights that had to be controlled manually.
This causes a delay in switching light cycles between peak and off-peak hours. "At intersections with technical errors, traffic police will not issue fines. People do not have to worry about being wrongly fined," he said.
The Traffic Police Department also recommends that drivers stop before the line when the light turns yellow. If the vehicle has passed the stop line, it is still allowed to move. People who give way to priority vehicles such as fire trucks, ambulances, etc. will not be penalized, even if they do not comply with the light signal.
If people think they have been punished unfairly, they can complain or file a lawsuit. Traffic police will review and compare relevant factors to ensure fair handling.
