On July 24, the Ho Chi Minh City Department of Finance said that after the merger, Ho Chi Minh City will have a total of 1,087 offices of agencies and public service units.
In the immediate future, to stabilize operations during the initial period of restructuring the apparatus, agencies and units have arranged enough working offices in many places to ensure that there is no interruption in the provision of public services to the people and to reduce difficulties in traveling for cadres, civil servants and public employees.

After the merger, the headquarters of the Binh Duong Administrative Center (old) and Ba Ria - Vung Tau (old) will still be used by some specialized agencies for transitional handling in the initial period. After stabilizing the organizational structure, these units will submit a plan for the arrangement of these assets.
On June 16, 2025, the Government issued Decree No. 155/2025/ND-CP stipulating standards and norms for the use of public offices and public service establishments, effective from July 1, 2025.
After the new administrative units have stabilized their operations, the City will review and re-determine whether assets are surplus or deficient compared to the standard norms, and from there develop a plan to handle surplus assets to avoid loss and waste.
Regarding the plan to handle surplus real estate and land, the Department of Finance said that they will be handled in order of priority: transfer to other agencies and units for use if they do not meet the standards for headquarters; convert functions to serve education, health, and community culture; recover and hand over to the Center for Housing Management and Construction Appraisal or the Center for Land Fund Development to receive and manage and exploit according to the provisions of law.
