Ho Chi Minh City collects 8.5 billion VND from renting sidewalks and roadways.

This information is contained in a report from the Ho Chi Minh City Department of Construction to the City People's Committee regarding the situation of managing and temporarily using a portion of the road and sidewalk.

According to the Department of Construction, the temporary management and exploitation of a portion of the road and sidewalk in Ho Chi Minh City is carried out based on Resolution 15/2023/NQ-HĐND, which stipulates specific fees for each area. The city will officially begin collecting these fees from January 1, 2024.

Activities permitted to use a portion of sidewalks and roads, subject to fees, include organizing cultural and sports events, festivals, and parades; providing parking services for cultural activities; conducting business and trading goods; offering paid parking; and transporting household waste. Fees range from 50,000 to 350,000 VND/m²/month for parking and 20,000 to 100,000 VND/m²/month for other activities.

In May 2024, District 1 (formerly) was the first locality to pilot the leasing of sidewalks for business services, then expanded to several other districts such as 3, 4, 8, 10, and 12 (formerly). By July 2025, the total fees collected are expected to reach approximately 8.5 billion VND.

The Department of Construction stated: Following the merger, the management and use of sidewalks and roadways for purposes other than traffic are still being carried out according to resolutions of the Ho Chi Minh City People's Council (formerly) and the Ba Ria - Vung Tau Provincial People's Council (formerly). The Department is currently developing a plan for managing and exploiting sidewalks and roadways to be applied throughout the newly merged Ho Chi Minh City.

However, the objectives of the project are not stipulated in Decree No. 165/2024/ND-CP (such as temporarily using sidewalks for business services, buying and selling goods, placing temporary structures...). Furthermore, Decree 44/2024/ND-CP on the management and exploitation of road transport infrastructure assets is not suitable for the actual conditions of the city after the merger.

Therefore, the city needs to propose to the Ministry of Construction to review and advise the Government on amending this decree to serve as a basis for developing the project. The goal is to effectively utilize sidewalk space for non-traffic activities while still ensuring order, safety, and urban aesthetics.

The Ho Chi Minh City Department of Construction has proposed to the City People's Committee to repeal Decision No. 32/2023 of the Ho Chi Minh City People's Committee (formerly) and Decision No. 45/2023 of the Ba Ria - Vung Tau Provincial People's Committee (formerly) in accordance with regulations. At the same time, it has assigned the lead unit to coordinate with the Department of Justice and the Department of Finance to review and submit to the City People's Council for promulgation a resolution to replace the old decrees that are no longer appropriate.

Simultaneously, the Department of Construction proposed being assigned to research and develop software for managing temporary road and sidewalk usage fees. This software will ensure transparency, convenience in management, and compliance with regulations on acceptance and implementation throughout Ho Chi Minh City.
