On the morning of July 15, at the 17th session of the 10th term of the Ho Chi Minh City People's Council, term 2021-2026, delegates voted to dismiss former Director of the Department of Finance Le Duy Minh (who was prosecuted and temporarily detained by the Ministry of Public Security to investigate violations in the case at Xuyen Viet Oil Petroleum Company); voted to dismiss former Chief Inspector Dang Minh Dat (due to retirement).
The City People's Council delegates also elected additional members of the Ho Chi Minh City People's Committee for Mr. Nguyen Hoang Hai - Director of the Department of Finance; Mr. Tran Van Bay - Chief Inspector. At the same time, elected Deputy Head of the Culture - Social Committee of the City People's Council for Ms. Nguyen Thi Nga; and Deputy Head of the Urban Committee of the City People's Council for Ms. Pham Thi Thanh Phuong. All four people received over 95% of the votes.
This afternoon, the delegations will discuss many contents, such as: the economic - cultural - social - defense - security situation in the first 6 months of 2024; the good and bad aspects, the causes; the direction and tasks for the last 6 months of 2024 of the City and proposed solutions; the results of implementing the 2024 theme "Determination to effectively implement digital transformation and Resolution No. 98/2023/QH15 of the National Assembly" and implementation solutions; reports of the City People's Committee at the meeting; report on the supervision program of the City People's Council in 2025; solutions to implement the 2024 Land Law and the 2024 Social Insurance Law, solutions to bring the law into life.
Assessing the social impact of salary reform; adjusting pensions, social insurance benefits, preferential benefits for meritorious people and social benefits from July 1, 2024 according to Conclusion No. 83-KL/TW dated June 21, 2024 of the Politburo.
At the 17th Session, delegates will discuss and approve the report on "Regulations on tuition fees for public preschool and general education from the 2024-2025 school year and subsequent school years in the city", which stipulates that tuition fees in the city are divided into 2 groups of subjects. Specifically, group 1 is students studying at schools in Thu Duc City and districts 1, 3, 4, 5, 6, 7, 8, 10, 11, 12, Binh Thanh, Phu Nhuan, Go Vap, Tan Binh, Tan Phu, Binh Tan. Group 2 is students studying at schools in Binh Chanh, Hoc Mon, Cu Chi, Nha Be and Can Gio districts.
Regarding the tuition fees for primary school level, the collection level is specified as shown above, as the basis for implementing the policy of supporting tuition fees for private primary school students in areas where there are no public primary schools and private primary school students who are eligible for tuition exemption and reduction policies according to regulations.
For 5-year-old preschool children, tuition fees are exempted from the 2024-2025 school year (effective from September 1, 2024). Secondary school students are exempted from tuition fees from the 2025-2026 school year (effective from September 1, 2025). Tuition fees from the 2024-2025 school year for public preschool and general education institutions that self-finance regular expenses: educational institutions establish tuition fees based on economic-technical norms and cost norms, and submit them to the City People's Committee for consideration and approval by the City People's Council.
For continuing education institutions and other training institutions implementing general education programs, tuition fees are applied equivalent to the tuition fees of public general education institutions at the same level in the city. Tuition fees for online learning are 50% of the tuition fees issued by public educational institutions. Tuition fees are rounded to the nearest thousand dong.
Regarding implementation time, after the proposal is approved by the City People's Council by Resolution, it will take effect from August 1, 2024 and start implementation from the 2024-2025 school year.
In addition to the proposal to exempt tuition fees for 5-year-old children, at the 17th Session, the City People's Committee also submitted a proposal on "Approving the list of projects requiring land acquisition for socio-economic development for national and public interests in the City".
Accordingly, there are 13 projects that need to reclaim land registered in 2024, with a total reclaimed area of 3.14 hectares in District 7, Binh Tan and Binh Chanh District (12 projects) and Nha Be District (1 project). All 13 projects must reclaim land this time to add to the newly registered projects, aiming to develop the economy - society for the national and public interests in Ho Chi Minh City.
