The virtual assistant model "Q&A Tan Hung Ward" is showing the pioneering role of Ho Chi Minh City in applying artificial intelligence technology to serve the people.
Meet a "virtual ward officer" with a QR code scan
On the morning of July 16, Ms. Pham Thi Huyen (residing in Tan Hung Ward, Ho Chi Minh City) went to the Tan Hung Ward Public Administration Service Center to certify copies of her marriage certificate and car registration. While still wondering where to start, she was guided by the Youth Union members to use the virtual assistant application "Q&A Tan Hung Ward" - a new utility deployed on the ChatGPT platform.
Accordingly, Ms. Huyen only needs to scan the QR code at the reception point to quickly access the link containing the virtual assistant. After a few simple questions, the system has provided a complete process, a list of documents to prepare and accompanying forms. "The virtual assistant guides each step in great detail, is extremely easy to understand, and saves a lot of time," Ms. Huyen added.
Similarly, Ms. Nguyen Thi Hong - a local individual business owner also said that in the past, every time she needed to do procedures, she had to go directly to the ward to ask, which easily led to a lack of documents and having to go back and forth many times. Since having a virtual assistant, looking up information has become easier than ever.
“When I asked about the business registration documents, the system listed everything: registration papers, copies of ID cards, lease contracts... There were even forms to download and fill out. In particular, the virtual assistant also reminded me to note that the business name cannot be duplicated, which was very convenient,” said Ms. Hong.
Sharing about this application, Mr. Khuu Thien Thanh, Permanent Vice Chairman of the Vietnam Fatherland Front Committee of Tan Hung Ward, said that this Chatbot application named "Q&A Tan Hung Ward" is designed as a 24/7 administrative support channel for local people. This application system is built on the ChatGPT platform to handle questions, provide information, documents, forms and procedures for implementing administrative procedures within the ward's authority.
"People can imagine the virtual assistant as an online ward official, working around the clock, always ready to answer any questions related to the organization, public services, agency addresses, residential groups, neighborhoods...", said Mr. Khuu Thien Thanh.
According to Mr. Khuu Thien Thanh, the special point is that all the answers of the virtual assistant are built on the official text database provided by the Ward People's Committee, ensuring accuracy and transparency. The answers provided by this Chatbot are programmed and built exactly like official information statements, thus preventing information distortion. On the other hand, for questions beyond the authority of Chatbot, this application system will guide people to contact the right professional department for more specific answers.
Innovation from the grassroots
The virtual assistant "Q&A Tan Hung Ward" is not a technology product developed by a private company but a project built and operated by the Tan Hung Ward Youth Union. According to Mr. Le Duc Dat, Vice Chairman of the Vietnam Fatherland Front Committee and Secretary of the Tan Hung Ward Youth Union, this is a project to welcome the first Ward Party Congress (term 2025-2030), demonstrating the spirit of innovation and creativity right from the grassroots level.
The digital transformation team of the Ward Youth Union has coordinated with specialized departments and divisions to compile data, integrate the ChatGPT platform, build a set of questions and answers, and establish operating procedures, updating them regularly. The friendly interface and approach are also factors that make it easy for people to use, even if they are not very knowledgeable about technology.
“In the near future, we will continue to update more forms and level 3 and level 4 public services to make the virtual assistant more comprehensive. The ultimate goal is to serve the people best, in accordance with the spirit of a serving government,” Mr. Dat added.
Sharing about the effectiveness of this application, Mr. Khuu Thien Thanh said that this is not only a breakthrough model in technology application but also a clear proof that when the local government proactively innovates and creates, building a modern, streamlined and effective administration is no longer a distant goal. In the context of Ho Chi Minh City implementing a two-level local government after the merger, the virtual assistant of Tan Hung ward is a "seed" worth replicating.
According to Mr. Thanh, from a locality with a strong population increase after administrative merger, the workload of Tan Hung ward officials has become much heavier. Putting virtual assistants into operation is an effective solution to "share the burden", while contributing to changing people's awareness of using technology in interacting with the government.
In particular, with the characteristic of being a place with a large number of foreigners, mainly the Korean community living and working, the ward is planning to integrate Korean and English languages into the virtual assistant. The goal is to ensure that no one is left behind in the process of accessing public services.
“In the past, people were afraid of technology and were afraid of accessing online public services, but after trying them, they found them convenient. Virtual assistants will be the bridge that brings people closer to digital government and e-government in the digital transformation era,” said Mr. Thanh.
According to the representative of the Vietnam Fatherland Front Committee of Ho Chi Minh City, the application of ChatGPT in public administration not only helps people access services more conveniently but also contributes to shaping a government that is closer to the people, more flexible and more timely. In the future, such "virtual ward officials" will no longer be a private matter of Tan Hung Ward but can become an indispensable part of the digital government ecosystem of this dynamic city.
