Ho Chi Minh City Supporting industry gradually affirms its position

With policy orientation and the synchronous participation of the city government and the business community, Ho Chi Minh City's supporting industry is expected to gradually affirm its position, not only as a production link but also as an important driving force to raise the national industrial capacity.

The city has over 3,000 enterprises in the supporting industry sector.

Ho Chi Minh City People's Committee said that the supporting industry in the area has developed strongly since 2009. In particular, the main focus is on textiles, footwear, mechanics, electricity - electronics, wood processing. Currently, the city has formed industries producing raw materials for the textile industry (producing fibers, weaving fabrics, sewing threads, zippers, dyeing), footwear (tanning, producing shoe soles, shoe uppers), mechanics (producing metals, metal products, manufacturing machinery, equipment, spare parts for the automobile, motorbike and other transport industries), electricity - electronics (producing electronic components, electrical wiring equipment, optical cables).

Currently, there are over 3,000 enterprises operating in the supporting industry sector in the city. According to the Management Board of Ho Chi Minh City Export Processing and Industrial Zones, from 2021 to now, there have been 211 projects in the supporting industry sector with a total registered investment capital of over 1.53 million USD, accounting for a significant proportion of the total investment structure in production and business in industrial parks and export processing zones.

Of which, foreign-invested enterprises (FDI) invested in 71 supporting industry projects with a total capital of over 216 million USD; domestic enterprises invested in 140 supporting industry projects with a total capital of over 1.31 billion USD. Notably, the domestic private economic sector plays an increasingly clear role in this field. Supporting industries with high investment attraction include: mechanics, electronics, plastics - rubber, software, textiles and garments, industrial services with high total investment capital and potential to participate deeply in the supply chain.

According to the Ho Chi Minh City Department of Finance, precision mechanics and manufacturing are one of the important pillars of modern industry. This industry has a growth rate of 9.28%/year in recent times, showing the outstanding efforts from businesses, the accompanying support from the State, and the trend of increasing investment in this field from domestic and foreign enterprises.

Ms. Trinh Thi Hong Chau, Director of Kim Chung Mechanical Production, Service and Trading Company Limited, assessed that in recent times, a number of mechanical products have been manufactured with good quality, equivalent to the quality of products from developed countries in the region. Currently, the demand of the supporting industry market is very large, so many businesses have boldly invested to improve production capacity, focusing on developing quality product lines, aiming at exporting mechanical products. However, the supply chain for the domestic market is still limited, this is both a challenge and an opportunity for businesses.

Formation of specialized industrial zones

In order to seize opportunities from free trade agreements that Vietnam has signed, Ho Chi Minh City has planned and adjusted the development of industrial zones and clusters to serve the development of supporting industries. Accordingly, the city has planned more than 300 hectares in the expanded Bau Bang Industrial Park, and nearly 800 hectares in the Bac Tan Uyen 1 Industrial Park (specializing in mechanical engineering).

Mr. Tran Ba ​​Duong, Chairman of the Board of Directors of Thaco Group, said that the establishment of a specialized mechanical industrial park will help solve the shortage of raw materials, save time and transportation costs, and create opportunities for businesses, especially small and medium enterprises, to promote cooperation and mutual support for development. This will attract multinational corporations to invest in large-scale projects in Vietnam.

The city also develops supporting industrial zones in new industrial parks such as Pham Van Hai Industrial Park; builds high-rise factory models suitable for small and medium enterprises; at the same time, pilots the conversion of 5 existing industrial parks and export processing zones, including Tan Thuan, Tan Binh, Hiep Phuoc, Cat Lai and Binh Chieu, towards high-tech, green and environmentally friendly industries, gradually reducing labor- and resource-intensive industries.

Regarding policies, the Ho Chi Minh City People's Committee said that the city has many policies to support supporting industrial enterprises to invest, expand production and connect distribution channels; build programs to connect supply and demand of supporting industrial products, support enterprises to participate deeply in global supply chains; build specialized industrial parks such as electronics, mechanics, high technology, associated with digital transformation and green development. The city also supports enterprises to participate in domestic and international fairs, especially in demanding markets. Projects producing supporting industrial products on the priority list are exempted from or have reduced land and water surface rents and enjoy tax incentives according to regulations. In addition, small and medium enterprises producing priority supporting industrial products have access to legal support policies; support up to 50% of costs for testing, inspection and quality assessment activities.

Implementing the action program to implement Resolution No. 57-NQ/TW and 68-NQ/TW of the Politburo, Ho Chi Minh City will focus on innovation, development of the private economy and supporting industries to create a legal foundation and driving force for sustainable development; build and perfect specific mechanisms and policies to support supporting industry enterprises. Specifically, investment incentive mechanisms, support for technology conversion, improve the production environment and consider extending the operating time for zones in transition, ensuring conditions to attract new investors.
