In the document regarding the settlement of financial obligations and land taxes in the area, while the city has not yet issued a decision to amend and supplement the new land price list according to the 2024 Land Law, the People's Committee of Ho Chi Minh City still approves the use of the old land price list (the land price list issued under the 2013 Land Law) as was done before August 1st.
This measure is being implemented to settle financial obligations and land taxes for the period from August 1st until the issuance of a new decision.
The Ho Chi Minh City People's Committee has assigned the Ho Chi Minh City Tax Department to coordinate with the Department of Natural Resources and Environment, the Department of Finance, and other relevant units to resolve outstanding land-related cases arising from August 1st in accordance with the law. This includes calculating and collecting financial obligations, taxes, and other related legal regulations such as land use fees, land lease fees, personal income tax from real estate transfers, and other land-related revenues.
The Department of Natural Resources and Environment and the Tax Department are responsible for providing complete information so that the Department of Information and Communications can continue to coordinate with relevant agencies and units to strengthen communication efforts.

Previously, at the end of July, Ho Chi Minh City announced its intention to apply an adjusted land price list from August 1st, with increases many times higher than the current land price list, impacting many different groups of people. This caused much controversy in public opinion, and the city has not yet finalized the new land price adjustment plan, leading to a backlog of land and tax documents for citizens.
The Ho Chi Minh City Tax Department has sent three written requests to the City People's Committee, proposing timely solutions for calculating land-related financial obligations for land records arising from August 1st.
According to the agency, from August 1st to August 27th, they received a total of over 8,808 applications. Of these, 5,448 were for personal income tax on real estate transfers, and 2,737 were for cases where no financial obligations arose (personal income tax on real estate transfers, registration fees, etc.).
The remaining 346 land use fee collection files relate to the recognition of land use rights and 277 land use fee collection files relate to the conversion of land use purposes.
