In the document on resolving financial obligations and land taxes in the area, while the city has not yet issued a decision to amend and supplement the regulations on the new Land Price List according to the 2024 Land Law, the City People's Committee still accepts the use of the old land price list (the land price list issued according to the 2013 Land Law) as implemented before August 1.

This application is made to resolve financial obligations and land taxes in the period from August 1 until the issuance of a new decision.

The Ho Chi Minh City People's Committee assigned the Ho Chi Minh City Tax Department to coordinate with the Department of Natural Resources and Environment (DONRE), the City Department of Finance and related units to resolve outstanding land records arising from August 1 in accordance with legal regulations. From there, calculate financial obligations, taxes and other related legal regulations such as land use fees, land rents, personal income tax from real estate transfers and land revenues...

The Department of Natural Resources and Environment and the Tax Department are responsible for providing full information so that the Department of Information and Communications can continue to coordinate with relevant agencies and units to promote communication work.

Previously, at the end of July, Ho Chi Minh City announced that it planned to apply the adjusted Land Price List from August 1 with an increase many times higher than the current land price list, affecting many different groups of people. This caused many conflicting opinions in public opinion, and the city has not yet finalized a plan to adjust the new land price list, leading to many people's land tax records being backlogged.

The Ho Chi Minh City Tax Department has sent three petitions to the City People's Committee, proposing timely solutions to calculate financial obligations on land for land records arising from August 1.

According to this agency, from August 1 to August 27, this agency received a total of more than 8,808 records. Of which, 5,448 records were personal income tax records from real estate transfers, 2,737 records were in cases where no financial obligations arose (personal income tax from real estate transfers, registration fees, etc.).

The remaining 346 records of land use fee collection for cases of land use right recognition and 277 records of land use fee collection for cases of land use purpose change.
