According to Ms. Le Thuy My Chau, Deputy Director of the Department of Education and Training of Ho Chi Minh City, Ho Chi Minh City currently has a total of 1,839 kindergartens, including 692 public schools, 1,147 non-public schools; and 3,103 independent kindergarten groups and classes.
The city has 521,552 preschool children. Of these, public facilities are caring for, nurturing, andeducating 220,303 children. The number of children studying at non-public preschools is 301,249.
In addition, the locality currently has 3,801 management staff, 40,435 preschool teachers and 20,726 employees.
The Deputy Director of the Department of Education and Training of Ho Chi Minh City emphasized: "The above figures not only reflect a very large scale of development, but it also comes with significant challenges.
The larger the scale, the wider the area, the greater the diversity, the heavier the responsibility. The team of preschool educators needs to look straight at these challenges, not to be afraid, but to enhance their responsibility, to fulfill well the responsibility of caring for, nurturing, and educating preschool children.
According to Ms. Chau, the strategic direction in the coming period is to restructure the leadership apparatus and strongly decentralize management. At the same time, the city's education sector will promote training, professional inspection and quality supervision of child care and education with the principles of concentration - decentralization - close connection - suitability to the locality and implementation practices.
The model, structure, and network of preschool education activities are built as follows: 168 wards and communes are organized into 16 professional clusters. To strengthen the leading role, these 16 clusters will be grouped into 4 large professional clusters.
The leaders of the large cluster are the leaders of the former district and county education and training departments - those who are knowledgeable in their fields and have extensive management experience. This is an important focal point, helping the HCMC Department of Education and Training guide, develop plans, and implement topics. At the same time, it is a bridge to advise and contribute ideas on important policies related to preschool education.
In addition, the 16 professional clusters will also have a core management force of experts from the Preschool Education Department of the Ho Chi Minh City Department of Education and Training, and teachers who are leaders of schools with expertise and good coordination skills.
To complete the network, the Department of Education and Training of Ho Chi Minh City plans to coordinate in reviewing and adding 168 officers in charge of social culture in communes and wards, specializing in supporting administrative management work at the grassroots level.
These are officials who are knowledgeable about the legal document system and have the ability to closely connect with local authorities, helping schools reduce administrative burdens and focus on professional work.
