The Standing Committee of the Ho Chi Minh City Party Committee has just issued Regulations on decentralization and authorization of some contents on recruitment and use of cadres, civil servants, public employees and workers in specialized agencies advising and assisting the City Party Committee, the Vietnam Fatherland Front Committee of Ho Chi Minh City, grassroots Party Committees, Party Committees of communes, wards, special zones and public service units directly under the City Party Committee.

Accordingly, leaders of specialized agencies advising and assisting the City Party Committee, the Standing Committee of the Vietnam Fatherland Front Committee of the City, the Standing Committee of the Party Committee at the grassroots level directly under the City Party Committee, the Standing Committee of the Party Committee of communes, wards, and special zones, and heads of public service units directly under the City Party Committee are delegated many powers.
In which, it is decided to establish an Examination and Evaluation Council (if any); accept qualified cases to work as civil servants and public employees for positions and titles not under the management of the Standing Committee of the City Party Committee.
At the same time, decide to recruit civil servants and public employees who have passed the civil servant and public employee recruitment exam after the recruitment council has announced the results of the recruitment. Decide to implement the salary, allowance and other regimes and policies according to the provisions of law for cadres, civil servants and public employees under the management of the Standing Committee of the City Party Committee who are not heads or deputy heads of agencies, units and cadres, civil servants and public employees not under the management of the Standing Committee of the City Party Committee.
Decide on changing job positions and ranks corresponding to job positions according to regulations for cadres and civil servants not under the management of the Standing Committee of the City Party Committee. Decide on receiving, mobilizing, seconding, transferring jobs between agencies and units in the city's political system (under the City's payroll) for cadres, civil servants, and public employees not under the management of the Standing Committee of the City Party Committee. Decide on termination of employment, retirement for cadres, civil servants, public employees, and workers not under the management of the Standing Committee of the City Party Committee.
The Standing Committee of the Ho Chi Minh City Party Committee assigned the Standing Committee of the Vietnam Fatherland Front Committee of Ho Chi Minh City, the Standing Committee of the Party Committee of communes, wards, and special zones to preside over and organize the recruitment of civil servants for public service units that partially self-insure regular expenses and public service units whose regular expenses are guaranteed by the State under their management authority.

Preside over, organize or delegate authority to recruit civil servants for public service units that self-insure only regular, only investment or public service units that self-insure only regular under management authority.
The Organizing Committee of the City Party Committee is responsible for organizing and recruiting civil servants in specialized agencies that advise and assist the City Party Committee, the Vietnam Fatherland Front Committee of Ho Chi Minh City, the grassroots Party Committees directly under the City Party Committee, the Party Committees of communes, wards, and special zones after the Standing Committee of the City Party Committee has approved the policy. At the same time, it is responsible for deciding on the implementation of salary, allowance, and other policies and regimes according to the provisions of law for cadres, civil servants, and public employees who are heads and deputy heads of agencies and units directly under the City Party Committee (except for comrades who are members of the Standing Committee of the City Party Committee); deciding on the reception, transfer, secondment, and transfer of cadres, civil servants, and public employees who are not under the management of the Standing Committee of the City Party Committee and are not on the City's payroll.
The Standing Committee of the Ho Chi Minh City Party Committee authorizes the Standing Committee of the City Party Committee to decide and announce retirement; resolve early retirement and resignation; approve the list of staff reduction for cadres, civil servants and public employees under the management of the Standing Committee of the City Party Committee.
The Standing Deputy Secretary of the City Party Committee or the Deputy Secretary of the City Party Committee is assigned to handle the work of the Standing Committee of the City Party Committee. In particular, deciding on the implementation of salary, allowances and other regimes and policies according to the provisions of law for the comrades who are members of the Standing Committee of the City Party Committee.
The Standing Committee of the Ho Chi Minh City Party Committee also authorizes the leaders of specialized agencies to advise and assist the City Party Committee, the Standing Committee of the Vietnam Fatherland Front Committee of Ho Chi Minh City, the Standing Committee of the Party Committees at the grassroots level directly under the City Party Committee, the Standing Committee of the Party Committees of communes, wards, and special zones to decide on the subjects and policies for early retirement and resignation due to the reorganization of the apparatus, administrative units, streamlining of staff, and restructuring. At the same time, improve the quality of cadres, civil servants, and public employees after being approved by competent authorities for cases not under the management of the Standing Committee of the City Party Committee.
The authorization is valid until April 30, 2026.
The regulation takes effect from July 10 and completely abolishes Regulation 1755-QD/TU dated January 10, 2024 of the Standing Committee of the City Party Committee on decentralization and authorization of some contents on recruitment and use of cadres, civil servants and public employees in Party agencies, the Vietnam Fatherland Front, socio-political organizations and public service units under the Ho Chi Minh City Party Committee.
In case the provisions cited in this Regulation are supplemented, amended or replaced, the newly issued provisions shall apply; unless otherwise provided.
