Ho Chi Minh City merges a series of public universities, colleges and secondary schools

According to the draft Plan for the arrangement of public service units issued by the Ho Chi Minh City People's Committee at the end of September 2025, the city's vocational education system will be comprehensively reorganized, ensuring streamlined focal points, avoiding overlap and improving operational efficiency.

Saigon University is expected to receive and merge with Ba Ria - Vung Tau Pedagogical College, becoming a key pedagogical training institution in the Southern region.

Specifically, Ho Chi Minh City currently has 3 universities, 19 colleges and 20 public secondary schools. Of these, schools with the same training field will be merged or upgraded, aiming to form a large-scale vocational education network with the capacity to train high-quality technical workers.

According to the draft, three existing universities including Pham Ngoc Thach University of Medicine, Thu Dau Mot University and Saigon University will be kept intact.

However, to unify the pedagogical training sector, Saigon University will receive and merge with Ba Ria - Vung Tau Pedagogical College, becoming a key pedagogical training institution in the Southern region.

For the college sector, the arrangement plan is implemented in the direction of merging schools with similar training majors, while increasing financial autonomy.

Ho Chi Minh City Medical College was formed from the merger of Binh Duong Medical College and Ba Ria - Vung Tau Medical College.

Ho Chi Minh City Vocational College merged Hung Vuong Technical - Technology Vocational College and Quang Trung Vocational College.

Ho Chi Minh City College of Economics accepts the merger of Binh Duong College of Economics.

Ho Chi Minh City College of Economics and Technology merged Tran Dai Nghia College and District 12 College of Economics and Technology, changed its name to Tran Dai Nghia College.

Nguyen Truong To, Ly Tu Trong, Nam Sai Gon Polytechnic, Transport and Transport, Thu Thiem colleges… all merged with secondary schools in the same field.

In addition, Ho Chi Minh City will establish the Saigontourist College of Tourism and Hospitality and the Ho Chi Minh City College of High-Tech Agriculture on the basis of upgrading existing vocational training facilities.

According to the reorganization roadmap, all 20 current public secondary schools will be merged into colleges or converted into other types of operations. Once completed, Ho Chi Minh City will no longer have any affiliated public secondary schools.

The Ho Chi Minh City People's Committee has set a target that by 2028, 10 colleges will be self-sufficient in regular expenditures and by 2030, all public vocational training institutions will be completely financially autonomous.

This arrangement is considered an important step to modernize the training network, drastically reduce the number of focal points, improve the quality of human resources, and meet the requirements of industrialization and international integration of the city after expanding its administrative boundaries.
