Clarifying regulations on electricity prices
According to An Giang Electricity Company (PCAG), the management and adjustment of average retail electricity prices were previously implemented according to Decision 24/2017/QD-TTg, dated June 30, 2017 of the Prime Minister, then replaced by Decision 05/2024/QD-TTg, dated March 26, 2024 (effective from May 15, 2024). Accordingly, the average electricity price is established on the basis of electricity generation costs, costs of purchasing electricity transmission services, electricity distribution - retail, power system dispatch and electricity market transaction management, costs of electricity system auxiliary services, costs of industry operation - management, other allocated costs, and only includes costs directly serving the production and supply of electricity of Vietnam Electricity Group (EVN).
Every year, after checking the electricity production and business costs of year N-2 of EVN, the average electricity price of year N is reviewed and adjusted according to objective fluctuations in input parameters of the stages. During the year, the average electricity price is reviewed and adjusted based on the updated costs of the power generation stage, the cost of purchasing electricity from power plants providing ancillary services according to the basic input parameters in the power generation stage and other costs not included in the electricity price. When the average electricity price decreases by 1% or more compared to the current average electricity price, the electricity price is allowed to be adjusted down accordingly. When the price increases by 3% or more, the electricity price is allowed to be adjusted up.
Currently, electricity prices are applied according to Decision 2699/QD-BCT, dated October 11, 2024 of the Ministry of Industry and Trade . In recent years, input fuel prices for electricity production (coal, oil, gas, exchange rates) have increased due to fluctuations in the global political and social situation, epidemics, El-Nino, etc., leading to high electricity generation costs. Although EVN and its member units have made maximum efforts to reduce costs, electricity production and business costs are still high, putting pressure on financial balance. Therefore, electricity price management in the coming time will still be implemented on the basis of Decision 05/2024/QD-TTg.
Collect electricity bills in many ways
Voters believe that households of the elderly living alone, the disabled, people without bank accounts, people who do not know how to access the Internet... will face difficulties if they do not collect electricity bills in cash. According to PCAG, from 2019 to present, the company has implemented non-cash electricity bill payments according to the policy of the Government and the Provincial People's Committee, with many forms, such as: Automatic debt collection, Internet Banking, ATM, transfer, payment via banking app, e-wallet of intermediary organizations that PCAG cooperates with. In addition to these forms, customers can pay directly at the bank's electricity bill collection counter, collection points/channels of intermediary organizations (Mobile World, Cho Lon Electronics, Bach Hoa Xanh, Dien May Xanh, FPT , Winmart+...), post offices of communes, wards and towns. For customers who are elderly living alone, disabled people who cannot move to pay, PCAG will support collection at home.
Electricity connection agreement related to cooperative
Voters questioned the issue of cooperative groups (THT) spending money to invest in power lines and transformer stations, but handing over assets to the electricity sector for management. According to PCAG, implementing the Project to develop an electric pumping station system to serve agricultural production in the period of 2008 - 2012, the Provincial People's Committee agreed in principle to assign Power Company 2 (now Southern Power Corporation) as the investor, borrowing capital from 2 banks. Based on this loan contract, the Provincial People's Committee will repay the principal and interest. Southern Power Corporation is responsible for "managing, exploiting, using, maintaining and repairing all power grid assets that the company is the investor in accordance with the contract". Therefore, handing over assets to the electricity sector for management is to comply with regulations on maintenance, repair and maintenance of assets during the management and operation process.
For assets owned by cooperatives and power companies (not included in the projects signed between the Corporation and the Provincial People's Committee), PCAG agrees to connect and install a metering system to sell electricity to customers. The connection agreement clearly stipulates the property management boundaries of the two parties, which serves as a basis for determining operating costs, relocation or future repairs. If the cooperative or power company invests in a transformer station, all assets belong to the cooperative or power company (except for the metering system of the electricity industry).
The change in the purpose of electricity use of cooperatives and cooperative groups is determined based on: Certificate of enterprise registration, certificate of business registration, certificate of household business registration, certificate of registration of branch - representative office activities, certificate of investment registration, decision to establish the unit, other legal documents with sufficient information to determine the purpose of electricity use at the customer's electricity usage location. The electricity industry will re-apply the price according to the actual electricity usage of the customer at that time.
