Trang Dinh: Focus on mobilizing and rotating cadres to meet practical requirements - Lang Son Electronic Newspaper

- Implementing the resolution of the District Party Congress for the 2020-2025 term on personnel work, in recent years, Trang Dinh District Party Committee has focused on the mobilization and rotation of cadres from the district to hold key positions at the commune level and the rotation of key cadres between communes and towns. Thereby, it has both created a new breeze for the grassroots and contributed to training the cadre team.

Identifying the work of mobilizing and rotating cadres as a regular, long-term task of great significance in building the cadre team, Trang Dinh District Party Committee has developed a plan, reviewed and carefully selected to ensure the correct process, the right person, the right job. This is also one of the units with the most number of cadre mobilizations and rotations in the province.

Create a new breeze for the facility

In 2022, Chi Lang commune, Trang Dinh district was directed by superiors to strive to achieve the standards of an advanced new rural commune. In addition to increasing resources, the Standing Committee of the District Party Committee also paid attention to mobilizing and rotating cadres from the district to the commune. Specifically, mobilizing and rotating Mr. Nong Anh Duc, Deputy Head of the District Party Committee's Organization Board, to hold the position of Secretary of the Commune Party Committee.

Recalling that time, Mr. Duc shared: By September 2022, Chi Lang commune had only achieved 9/19 criteria for an advanced new rural commune. Immediately after taking up the job, I and the Party Committee of the commune reviewed the unmet criteria and outlined a roadmap, focusing on mobilizing people to join hands to implement the criteria that were considered simpler. A typical example is the upgrading and expansion of village cultural houses (at that time, 5/7 villages had cultural houses that did not meet standards). To mobilize people to donate land and contribute money to expand cultural houses and build sports fields, I directly coordinated to propagate, mobilize, and dialogue, including in some villages, we had to come 8 times to create consensus and unanimity among the people. Regarding the workplace, I focused on strengthening solidarity in the leadership collective, the Party Committee, assigning specific and clear tasks; I always uphold the spirit of responsibility, stay close to the people, listen and always put the interests of the collective and the people first.

With the determination of the Party Committee, the government and the people of the commune, and the attention and support of the State, Chi Lang commune achieved the advanced new rural standards by the end of 2022. In 2023, the commune will continue to maintain these criteria and this year the commune strives to achieve the model new rural standards.

Not only rotating cadres from the district to the grassroots, during this term, Trang Dinh District Party Committee also promoted the mobilization and rotation of key cadres between communes and towns, creating an environment for cadres to continue training and promoting their capacity and strengths.

Currently, the district has 16/22 communes and towns with party committee secretaries who are not local people. This is also the leading district in mobilizing and rotating key officials between communes and towns, associated with the implementation of the policy of arranging party committee secretaries who are not local people.

Typically, in Dao Vien commune, in 2020, Mr. Duong Van Duc, Secretary of the Party Committee of Tan Minh commune, was transferred and rotated to hold the position of Secretary of the Party Committee of Dao Vien commune.

According to Mr. Tran Van Cong, Standing Deputy Secretary of the Party Committee of Dao Vien commune, since Mr. Duc came to work, the commune has had many positive changes. For example, he has clearly assigned tasks to people, jobs, and time; used work results to evaluate and classify commune officials and civil servants at the end of the year, thereby raising the sense of responsibility of each person. Mr. Duc also actively followed the locality, together with the commune Party Committee to guide people to switch to some more suitable and effective crops and livestock, typically promoting the development of cardamom and afforestation. Currently, the commune's cardamom growing area has increased to more than 75 hectares; acacia and eucalyptus are newly planted each year, more than 80 hectares..., thereby raising people's income. Currently, the whole commune has only more than 9% of poor households, down about 15% compared to 2020.

Along with the above 2 cadres, since the beginning of the 2020 - 2025 term, the Standing Committee of the District Party Committee has mobilized and rotated 12 cadres holding leadership and management positions in departments, offices, unions and units of the district to hold key positions at the commune level and rotated 15 key cadres between communes and towns.

The work of mobilizing and rotating cadres has breathed new life into the grassroots. Many establishments have innovated their working methods and had positive changes in socio -economic development, typically in the communes of Dao Vien, Chi Lang, De Tham... Not only that, through this work, a new environment has also been created for cadres to work and continue to train, improve themselves, accumulate experience and promote their abilities.

Create an environment to help staff grow

If working in the district's departments and offices, the cadres are assigned to be in charge of professional work, then when being mobilized and transferred to the grassroots, the cadres will have to comprehensively cover all fields, directly direct and implement all political tasks of the grassroots... Therefore, returning to the grassroots is the time for cadres to learn, practice to improve their capacity, knowledge, and courage and better understand the locality and people's lives, thereby gaining more experience in their work.

Similarly, key officials who are transferred from one commune to another must also proactively learn about the new area, exploit and promote their strengths in the new work area...

It can be said that the grassroots is an important environment for training and helping cadres to mature and meet the requirements of the assigned work. Some comrades, after being transferred and rotated through the grassroots environment, have matured and been appointed to important positions in the district.

The case of Mr. Dinh Khac Hien is a typical example. From the position of Deputy Head of the District Party Committee's Inspection Committee, in March 2022, Mr. Hien was transferred and rotated to hold the position of Secretary of the Party Committee of De Tham commune. At the grassroots level, he promoted his capacity and strengths, was trained, matured and recognized by his superiors. In July 2023, he was transferred, rotated and appointed to the position of Head of the District Internal Affairs Department.

Mr. Hien shared: Through the process of working in the commune, I myself have learned and accumulated more knowledge and important practical experience, covering work in many fields. This is the foundation, the important basis for me to apply in performing assigned tasks, advising the District Party Committee and the District People's Committee on work related to the internal affairs sector.

Through the transfer and rotation, many cadres, especially young cadres, have been trained and matured. In particular, the transfer and rotation of key cadres at the commune level has also created a new working environment for cadres to continue to make efforts, innovate, promote their capacity and work experience, and overcome localism, factionalism, subjectivity, and dependence after working for too long in one area.

Mr. Hoang Anh Dung, Standing Deputy Secretary of Trang Dinh District Party Committee said: Based on reality, we always focus on rotating cadres from the district to the grassroots level and vice versa, and at the same time focus on rotating key cadres between communes and towns according to the policy of arranging Party secretaries who are not local people. Through monitoring and evaluation, the transferred and rotated cadres are all active, proactive, closely following the locality, making efforts and promoting their capacity and strengths, making important contributions to positive changes in the locality, contributing to the overall development of the district.

"Personnel work is the key of the key", this work plays a very important role in building a strong Party. Therefore, standardizing the rotation work is also a necessary condition to create a source of both red and professional cadres, contributing to building a truly clean and strong Party and political system.
