"Hand over the fishing rod"
Like other households in the area, in the past, Mr. Duong Trung Minh's family in Da Can area, Huong Can commune, Thanh Son district mainly lived on upland fields, so they often faced difficulties and shortages. For many consecutive years, his family was on the list of poor households. After receiving support from the Program to support production development and livelihood diversification (from the capital of the National Target Program for Sustainable Poverty Reduction), Mr. Minh's family's economy has improved. Thanks to support for crop and livestock varieties; training in livestock and farming techniques, his family has now maintained a herd of 20 goats, poultry, and breeding bamboo rats... each year, bringing in an income of about 100 million VND. With a stable economy, his family has moved out of poverty and gradually built a prosperous life.
Mr. Duong Trung Minh's household in Da Can area, Huong Can commune, Thanh Son district received support to raise goats to develop the family economy.
Implementing Sub-Project 3, Project 5 of the National Target Program on Socio-Economic Development for Ethnic Minorities and Mountainous Areas (EM&MN) on Developing VocationalEducation and Job Creation for EM&MN Workers in accordance with the natural conditions and customs of the region, associated with job creation after training; Phu Tho Boarding Ethnic Vocational College has been supported with investment in repairing and maintaining a number of construction items, workshops, classrooms, dormitories and facilities serving the living and training of learners.
Along with that, the School has invested in purchasing machinery and equipment to serve intermediate-level training activities in the following occupations: Industrial electricity, automotive technology, welding, agronomy and plant protection; veterinary medicine, fashion sewing; supporting the application of information technology, digital transformation in teaching and learning management... Thanks to that, the quality and efficiency of training activities are increasingly improved.
Do Tuan Tai from Pheo area, Yen Lang commune, Thanh Son district, is studying in the Automotive Technology class at Thanh Son Boarding Vocational College for Ethnic Minorities. He shared: “Studying here, after 2 years I will have a Vocational College degree and many job opportunities.” Along with Do Tuan Tai, tens of thousands of ethnic minority children are receiving support from the Government under Program 1719 on Education and Training Development, Human Resource Improvement under Project 5.
Thanh Son mountainous district has 32 ethnic groups living together, of which the majority are Muong, the rest are Dao and other ethnic minorities. Following the effective implementation of Program 135, in recent times, the district has focused on solving key issues of labor, employment, poverty reduction and social security; prioritizing socio-economic development in particularly difficult areas where ethnic minorities live; at the same time, integrating national target programs, poverty reduction policies, and ethnic policies to effectively invest in projects, contributing to improving the quality of life for the people.
Comrade Pham Tu - Vice Chairman of the District People's Committee affirmed: "The life of ethnic minorities in the district is increasingly improving, shortening the gap with the lowlands. In the past 5 years, tens of thousands of ethnic minorities have been trained in vocational skills, created new jobs and exported labor. Many poor ethnic minority families have been supported to repair, rebuild and demolish temporary houses...".
Mr. Ha Van Tong's household in Vuong area, Minh Dai commune, Tan Son district was supported with 200 multi-spurred chickens under Program 1719.
Key investment
With the viewpoint of "giving fishing rods, not fish", gradually shifting from support policies to development investment, from 2021 to present, Program 1719 and the Sustainable Poverty Reduction Program have created conditions to support new jobs for nearly 10,000 ethnic minorities; of which 2,000 people are working abroad under contracts in the main industries: Manufacturing, machinery manufacturing, seafood, agriculture, construction... with income from 14 million to 22 million VND/person/month.
Improving the quality and effectiveness of vocational education for ethnic minority workers is constantly expanding in scale, improving quality and effectiveness. Ethnic minority workers are supported in accessing labor market information, job search support services, and job connections. After graduating from universities and vocational training institutions, ethnic minority youth are supported in finding jobs that match their abilities and aspirations.
Program 1719 has allocated significant investment resources for development policies through prioritizing infrastructure investment, livelihood creation, human resource development combined with social security policies. The program's contents aim to promptly support ethnic minorities to access basic services, gradually narrowing the development gap compared to developed regions of the country.
One of the outstanding projects is Sub-Project 2 of Project 3 on Sustainable Development of Agricultural and Forestry Production, Promoting the Potential and Strengths of Regions to Produce Goods According to the Value Chain, implemented in mountainous districts in the province such as Thanh Son, Tan Son, Yen Lap, Doan Hung, Thanh Thuy. In Tan Son district, 13 crossbred cattle breeding projects have been implemented in Kiet Son, Long Coc, Vinh Tien, Tan Phu, Xuan Son, Lai Dong, Thu Cuc communes; 18 projects supporting production development through the application of mechanization; 3 goat breeding projects; 3 projects raising pigs, multi-spur chickens, and stream ducks; 2 projects growing oranges and tangerines; 1 project growing tea; 1 project growing organic cinnamon; 1 project growing medicinal herbs.
In an effort to "give people a fishing rod" to help them become more self-reliant in economic development and improve their quality of life, localities have been creative in implementing the integration of national target programs with ethnic policies such as education and propaganda, loan support, support for large-scale livestock farming, support for machinery, agricultural equipment and seedlings, and rural transport development... In general, programs and policies for ethnic minority and mountainous areas have been implemented fully, promptly and effectively. The basic goals and targets have all been achieved compared to the set plan. Up to now, 100% of communes and 99% of villages in mountainous areas have asphalted or concrete roads to the center; 100% of villages have community houses; 99.77% of households have access to grid electricity; 96.56% of ethnic minorities have access to clean water for daily life...
Comrade Cam Ha Chung - Head of the Provincial Ethnic Minorities Committee affirmed: "The implementation of the socio-economic development policy for ethnic minorities and mountainous areas has achieved positive results, contributing to gradually improving the lives of ethnic minorities, in which housing and infrastructure serving people's lives have been planned and invested in; quality of life has been improved; the poverty rate has decreased; the power grid system has been invested; there are no more consanguineous marriages; students can go to school at the right age; security and order have been well controlled... Up to now, hundreds of ethnic minority households have voluntarily written applications to escape poverty; thousands of families have voluntarily donated land, trees, crops, and assets on land to serve site clearance to implement projects, works, and build new rural areas... Many families have become advanced examples and good production and business models".
