According to the provisions of the Circular, the Department of Education and Training is assigned to preside over implementation in accordance with the provisions of the Law on Teachers, provisions of relevant laws and decentralization of the Provincial People's Committee regarding the recruitment, reception, mobilization, secondment, and transfer of teachers, educational managers, civil servants, and employees in public educational institutions in the province.

In addition, the Department of Education and Training is also primarily responsible for managing, using, and changing professional titles; training, fostering, and evaluating the team of teachers and managers in public educational institutions, ensuring compliance with the provisions of the Law on Teachers and the decentralization of management of the People's Committee on job positions, the structure of civil servants, public employees, and payroll at public service units. The Department of Education and Training is authorized to decide or submit to the Chairman of the Provincial People's Committee for approval.
The Department of Education and Training is also responsible for ensuring sufficient staffing levels for education management, the number of employees receiving salaries from the state budget and labor contracts according to the approved job position plan. In particular, the Department of Education and Training has the right to decide to assign or adjust the number of employees receiving salaries from the state budget to public educational institutions in the area, within the total number of staffing levels approved by the Provincial People's Council.
Along with empowering the initiative, the Circular also requires the Department of Education and Training to be accountable for its activities, education quality, staff, workers and learners; as well as implementing education development policies within its management scope.
