The opening speech and the Political Report presented at the congress stated: In the 2020-2025 term, the Party Committee of the 15th Corps led the unit to successfully complete its political tasks, achieving many important results in socio-economic development, population building, potential, national defense and security posture in the strategic area of the Central Highlands and localities where the unit is stationed.
Accordingly, the Party Committee has led and directed the implementation of military , national defense, production and business tasks well, building a comprehensively strong and "exemplary" agency and unit. The quality of training, synthesis and combat readiness of the Corps has been increasingly improved. The Corps has organized training, drills, and developed combat readiness plans associated with building local defense zones; built a strong and widespread self-defense force, acting as the core in performing military and national defense tasks at the grassroots level, helping people prevent natural disasters, rescue and build new rural areas.
In the field of production and business, the unit focuses on investing in key, urgent, dual-use projects and mobilizing and regulating capital sources flexibly, ensuring production progress, reducing costs, and lowering product prices. The Corps has built economic and technical standards suitable to reality, while increasing the recruitment of local ethnic minorities. Logistics and technical work is comprehensively and closely led and implemented. Promoting thrift practice and anti-waste, thereby saving 383.7 billion VND through bidding and saving management costs and production costs compared to the plan. The targets on production value, revenue, and profit in the 2020-2025 term all exceeded the set plan, in which revenue reached 140% of the plan, pre-tax profit reached 677%; ensuring an average income of 7.95 million VND/person/month.
During the past term, the Corps organized 56 classes to foster ethnic knowledge, learn ethnic minority languages, 6,500 propaganda sessions, mobilized nearly 250,000 working days to help people. Supported the construction and repair of 751 houses, worth nearly 54.65 billion VND for workers and people; supported seeds, capital, materials, and means of production to help people worth nearly 38.6 billion VND and created conditions for ethnic minorities to borrow 1,200 hectares of land for rubber replanting to grow rice and crops, increasing income. Helped localities repair and build new 127.2 km of roads; dredged 43.2 km of irrigation canals; supported the Navy to implement the "Greening Truong Sa" program with 100 tons of microbiological fertilizers. Provided free medical examinations, medicine, and gave tens of thousands of gifts to policy families, people, and workers. The total value of implementing mass mobilization and social security work during the term was over 750 billion VND.
Speaking at the congress, Senior Lieutenant General Huynh Chien Thang praised the achievements that the Party Committee of the Corps has achieved in the past term. Regarding the tasks in the coming time, the Deputy Minister of National Defense requested that the unit should propose specific solutions to successfully implement the Resolution of the 15th Party Congress of the Corps. Along with that, thoroughly grasp the Party's guidelines and policies on the strategy of protecting the Fatherland in the new situation. Determine policies and leadership measures close to reality, maintain combat readiness, promptly handle situations, avoid being passive and surprised. Suddenly improve the efficiency of production and business, management and operation, exploit potential advantages, link with national defense and security in accordance with local planning, diversify industries, improve management capacity, and financial management.
“Regarding the recruitment and employment of workers, priority should be given to local ethnic minorities, planning residential areas and production teams associated with defense zones in border areas. Innovating political and ideological education, promoting the achieved results, supporting localities in building new rural areas, and effectively implementing digital literacy” - the Deputy Minister of National Defense emphasized.
As planned, the Congress of Party Delegates of Army Corps 15 will take place on August 4 and 5.
