Summary of preparations and organization of the 1st Provincial Party Congress, term 2025 - 2030

On the morning of November 7, the Provincial Party Committee held a conference to review the preparation and organization of the 1st Provincial Party Congress of Tuyen Quang, term 2025 - 2030. Comrades: Hau A Lenh, member of the Party Central Committee, Secretary of the Provincial Party Committee; Nguyen Van Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the conference.

Attending the conference were members of the Provincial Party Standing Committee, members of the Provincial Party Committee; representatives of the Central Party Committees; members of the Congress Sub-Committees and the Sub-Committee Support Teams; Party Secretaries of communes and wards in the province.

It can be affirmed that the work of preparing and organizing the 1st Congress of Tuyen Quang Provincial Party Committee, term 2025 - 2030, has been seriously, methodically and on schedule by Party committees from the province to the grassroots, demonstrating a spirit of initiative, solidarity and high responsibility. Party committees have promptly disseminated and concretized the Central Committee's directive documents on organizing Party Congresses at all levels towards the 14th National Party Congress, creating unity in the awareness and actions of all cadres and Party members in the province.

The Provincial Party Executive Committee issued Plan No. 11-KH/TU dated July 17, 2025 on directing the Party Congresses at all levels according to Directive No. 45-CT/TW of the Politburo ; established 4 sub-committees to assist the Congress including: Documents, Personnel, Propaganda - Celebration and Logistics. At the same time, issued Plan No. 32-KH/TU dated August 13, 2025 on organizing the Congress and Project No. 01-DA/TU dated July 17, 2025 on delegates attending the Congress, with 415 official delegates (65 ex-officio delegates and 350 appointed delegates).

In the context of merging two provinces, the two-level local government apparatus not only creates favorable space for development but also poses many challenges in organization and management. In particular, the development of Congress documents and the determination of goals and targets for the 2025-2030 term are key tasks, requiring careful and scientific research, linked to local practices, in accordance with the development orientation of the Northern midland and mountainous region and the national master plan.

In the context of many socio-economic difficulties, potentials and advantages that have not been exploited synchronously, the Congress's sub-committees have promoted their sense of responsibility, proactively analyzed and correctly assessed the situation, clearly identified advantages and difficulties, closely followed the major policies and orientations of the Central Committee, the Politburo, the Secretariat, the National Assembly, the Government and central ministries and branches, and promptly and effectively advised the Provincial Party Committee and the Provincial Party Committee Standing Committee in preparing and organizing the Congress.

Thanks to the close leadership and direction of the Provincial Party Committee Standing Committee, the synchronous coordination of agencies, units, localities and the consensus and support of the people, the preparation and organization of the 1st Provincial Party Congress was completed comprehensively, in accordance with regulations, practically and effectively, contributing significantly to the overall success of the Congress, opening a new development stage for Tuyen Quang.

In addition to the results achieved, the delegates also pointed out some limitations that need to be overcome and experiences during the discussion at the conference: All levels, sectors, especially the sub-committees serving the Congress need to be proactive, promptly develop detailed plans, have specific roadmaps, and have timely solutions to handle any arising situations...; need to promote the spirit of responsibility, proactiveness, flexibility, and creativity in the process of implementing tasks; strengthen synchronous and smooth coordination between sectors and levels in the preparation and organization of the Congress.

Concluding the conference, on behalf of the Provincial Party Standing Committee, Provincial Party Secretary Hau A Lenh expressed his thanks to the leaders of the Party, the State, the Politburo, the Secretariat, the Central Executive Committee, the Central departments, ministries and branches - especially the comrades assigned to monitor and direct Tuyen Quang and Ha Giang provinces; former provincial leaders through the periods, the team of cadres, party members, armed forces, business community, experts, scientists and all the people in the province for their attention, consensus, support and active participation, creating great strength, making an important contribution to the success of the 1st Provincial Party Congress.

The Provincial Party Secretary affirmed that the preparation and organization of the 1st Provincial Party Congress was carried out methodically, scientifically and seriously in the difficult conditions after the province's merger. However, thanks to the spirit of solidarity and high determination, the Congress was a great success in terms of content, form and spirit, leaving many valuable lessons in leadership, direction and implementation.

The most important thing now is to put the Resolution into practice, turning determination into concrete and effective actions, so that policies and guidelines can truly spread to every field, every locality, and every person.

The general objectives of the Congress have been clearly identified as maintaining solidarity and unity; building a clean and strong Party and political system; promoting potential and advantages; ensuring social security, improving people's lives; striving by 2030, Tuyen Quang will become a fairly developed, comprehensive and sustainable province; by 2045, it will be a developed, high-income province in the midland and mountainous region of the North - a prosperous and happy Tuyen Quang.

To achieve that goal, the Provincial Party Secretary requested all levels and sectors to continue to thoroughly grasp the Party's guidelines and the State's laws and policies; concretize the Resolution with specific programs, plans and projects, with clear assignments, appropriate resources and feasible roadmaps. Each cadre and party member must clearly recognize their responsibilities, set an example, be proactive, creative, dare to think and dare to act for the common good.

Along with that, it is necessary to continue to improve the organizational structure, improve the quality of the staff, especially at the grassroots level; assign the right people to the right jobs, associated with training, fostering, and encouraging staff to dedicate themselves and contribute to the development of the province.

At the same time, successfully organize the National Great Unity Day in residential areas, creating a joyful and exciting atmosphere, consolidating the great unity bloc, arousing the people's confidence and aspirations for development.
