
Urgently deploy and bring the resolution into life
Gia Vien Ward Trade Union currently has 134 grassroots trade unions with more than 6,000 union members. As the first unit to organize the Congress of Commune, Ward and Special Zone Trade Unions for the 2025 - 2030 term in the city, up to now, the Ward Trade Union has initially implemented the Congress Resolution into practice, especially focusing on developing union members and establishing new grassroots trade unions.
Chairman of the Ward Trade Union Vu Duc Dung informed that through reviewing newly established enterprises, propagating and mobilizing the establishment of trade unions at stable enterprises with at least 10 employees, from July to September 2025, the Ward Trade Union propagandized and mobilized the establishment of 3 new grassroots trade unions with 271 union members. After the congress, 1 more grassroots trade union with 10 union members was established.
Along with developing union members, the ward's Trade Union is building a plan to take care of the Binh Ngo New Year for union members; plans to organize a Party awareness training class for outstanding people in the first quarter of 2026, striving for the annual target, introducing at least 70 - 100 outstanding union members for the Party to consider, train and admit.
For the Trade Union of Iko Thompson Vietnam Co., Ltd. (Japanese Industrial Park - Hai Phong ), for the 2025 - 2030 term, the unit determined to improve the quality and effectiveness of dialogue and negotiation, focusing on negotiating Collective Labor Agreements with terms on salary, bonuses, and benefits higher than the law, as one of the three breakthroughs of the term.
According to the Company's Trade Union Chairwoman Nguyen Thi Quynh Anh, with that spirit, in November 2025, the Company's Trade Union conducted the largest-ever survey of union members' opinions to perfect the Union's operating regulations, financial revenue and expenditure regulations, as well as improve the quality of movement activities and union members' spiritual life. The Company's Trade Union also conducted policy analysis, compared benefits with businesses in the same industry; proposed to add 2-3 provisions that exceed the law on wages, bonuses, benefits, and labor safety. Mr. Do Quang Thai, Head of the Trade Union of Manufacturing Department 2, Factory 3, proposed that the Company's Trade Union increase the application of technology in dialogue and handling of feedback so that the exchange of information between workers and management takes place more quickly and effectively.
Meanwhile, the HaiVina Company Limited's Trade Union aims for 100% of its employees to be union members. To achieve this goal, the company's Trade Union coordinates with the enterprise to incorporate propaganda on the rights and benefits of joining the union into the training session for new employees; and to link the union member development target with the union group competition. The unit also identifies that diversifying the forms of caring for union members' lives so that employees can see the practical benefits of becoming union members is the key solution to increase the union membership rate in the enterprise.

Proactively adapt to new contexts
In addition to the advantages, the process of implementing the congress and implementing the Resolution of the grassroots trade union congresses is not without obstacles. The model of commune, ward and special zone trade unions is still new, causing many units to encounter difficulties in the initial stages of implementing tasks. Many cadres transferred from Party committees and the Fatherland Front to trade union work are still confused in directing and operating activities, and are not familiar with methods of mobilizing workers and laborers. The number of grassroots trade unions in the area is large, in some places up to hundreds of units, while the trade union payroll is still lacking, making it impossible to access the grassroots in a synchronous and timely manner. In addition, the organization of the congress is concentrated at the busy time of the year-end for businesses, forcing both unions and workers to make efforts to arrange suitable time.
In the coming time, the City Labor Federation will actively advise the Vietnam General Confederation of Labor to provide clearer guidance on the organizational model and management decentralization for the Trade Unions of communes, wards, and special zones to ensure proactiveness and flexibility at the grassroots level. Implement the coordination regulations between the City Labor Federation and Party committees, commune, ward, and special zone authorities according to the decentralized areas for the Trade Unions of communes, wards, and special zones, creating favorable conditions for accessing grassroots trade unions in the area and neighboring areas to carry out tasks and coordinate in inspecting and supervising the implementation of labor laws. Along with that, the City Labor Federation promotes the construction of a digital Trade Union model, requiring each grassroots trade union to have an identity and email address to ensure smooth, fast, and accurate information.
According to Chairman of the Hai Phong City Labor Federation Nguyen Anh Tuan, the Union's activities in the new period continue to focus on taking care of the lives, material and spiritual life of union members with the motto of being close to the target, timely and effective; implementing a number of health care policies, building and repairing union shelters, fighting "black credit" among workers, social housing, kindergartens for workers' children... The City Labor Federation chairperson coordinates with departments, branches and localities to propagate and mobilize union members, establish grassroots unions; inspect and supervise the implementation of labor and union policies and laws...
