Senior Lieutenant General Vo Minh Luong, member of the Party Central Committee, member of the Central Military Commission, Deputy Minister of National Defense attended and chaired the conference. On May 30, 2025, the Ministry of National Defense issued Decision No. 2386 to establish the Marine Economic Corps (Corps 20) under the Ministry of National Defense on the basis of Saigon Military Port - Saigon New Port Corporation. This is a very important policy, in line with reality, meeting the requirements of strengthening national defense, building and protecting the Fatherland in the new period.

Senior Lieutenant General Vo Minh Luong chaired the conference to hand over the status quo of Saigon Newport Corporation under the Navy to the Ministry of National Defense.

At the conference, Colonel Nguyen Thinh Tiep, Deputy Chief of Staff of the Navy, reported on the approval of the draft minutes of the handover of the Saigon Newport Corporation under the Navy to the Ministry of National Defense.

Speaking at the conference, on behalf of the Central Military Commission and the leaders of the Ministry of National Defense, Senior Lieutenant General Vo Minh Luong acknowledged and commended the high sense of responsibility and close coordination of the Navy, Corps 20 and the functional agencies of the Ministry of National Defense in preparing the handover content in accordance with regulations.

The Deputy Minister of National Defense requested that the 20th Corps continue to thoroughly grasp and seriously implement the policies and directions of the Party, the State, the Central Military Commission, and the Ministry of National Defense on military and defense work, combining economy with defense, building and protecting the Fatherland in the new period, especially the requirements of the Strategy for sustainable development of Vietnam's marine economy to 2030, with a vision to 2045; the requirement that sustainable development of the marine economy must be closely linked to ensuring national defense, security, maintaining independence, sovereignty and territorial integrity.

After the handover, the Corps is required to perform well its advisory and proposal functions to the Central Military Commission and the Ministry of National Defense, quickly stabilize the organization and staffing, perfect the Party organization, command organization, and mass organizations, and regularly pay attention to improving facilities and improving the lives of cadres and workers in the unit.

Focus on leading, directing, and performing well the functions and tasks of the production labor force, successfully carrying out the mission of "Connecting the circulation of goods, developing the marine economy, enhancing the National Brand, contributing to building and protecting the Fatherland". Accelerating investment, expanding scale, operating effectively, respecting the law, preserving and developing capital, the Corporation aims to become the leading Group in the field of marine economy of the country. In particular, the Corps is required to focus on strong, breakthrough investment, pioneering in building "green ports", "automatic ports/smart ports", striving to soon start construction of Vietnam's first semi-automatic port in Lach Huyen, Hai Phong in the first half of 2026; building and transferring "Tan Cang Saigon Digital Seaport" into the platform of "National Digital Seaport", contributing to promoting digital transformation of the seaport exploitation industry, logistics services and developing the national digital economy.

The Corps needs to focus on building a clean and strong Party organization associated with building a comprehensively strong "exemplary and exemplary" unit, actively supporting, protecting and helping fishermen, increasing the presence of fishermen in sea and island areas, building and developing the sea and island economy quickly, effectively and sustainably.

At the conference, implementing the handover program, Vice Admiral Tran Thanh Nghiem, Commander of the Navy (representing the handover party) and Major General Ngo Minh Thuan, Commander of the 20th Corps (representing the handover party) signed the minutes of handover of the Saigon New Port Corporation under the Navy to the Ministry of National Defense.

Earlier, on the same morning, Saigon Newport Corporation held a conference to hand over the rights and responsibilities of the Chairman of Saigon Newport Corporation Limited Liability Company. Senior Lieutenant General Vo Minh Luong, member of the Party Central Committee, member of the Central Military Commission, and Deputy Minister of National Defense chaired the conference.

Implementing the decisions of the Minister of National Defense, Senior Lieutenant General Vo Minh Luong presided over the handover of the rights and responsibilities of the Chairman of Saigon Newport Corporation Limited Company between Colonel Nguyen Nang Toan, Deputy Commander of Corps 20, and Deputy General Director of Saigon Newport Corporation (the handover party) and Major General Ngo Minh Thuan, Commander of Corps 20, Chairman and General Director of Saigon Newport Corporation (the handover party).

Senior Lieutenant General Vo Minh Luong requested that after the handover, the Party Committee and the Board of Directors of the Corporation focus on leading and directing the unit to thoroughly grasp and strictly implement the Party's guidelines and policies, well perform military and defense tasks, organize production and business in accordance with the Party's viewpoints, policies and laws of the State, ensure the target of double-digit growth according to the requirements, instructions and expectations of the Government, accelerate the investment progress of key projects, and effectively manage the business in accordance with regulations.
